A Needed Caution.
In delivering judgment on a recent licensing case, Judge Richmond pointed out that though a Licensuu; Court was not a Criminal Corrct still it was a Court of Justice, and was bound to hear both sides. Though it could not impose direct penalties yet it could declare virtual forfeitures which might involve the loss of large sums of money, ' and even the absolute ruin of the lioensees and owners. This he men, tioned to show how much need there was for carefulness so as to give as little occasion as possible for just complaint. Concluding, be said t " the temperance cause, holy though it be, cannot be advanced by dis. regard to the still more, sacred claims of justice."
