Foxton Borough Council.
» The usual monthly meeting of the above Council was held at the Library buildings yesterday afternoon at 2 pm. Present - The Mayor (G. Nye), Crs McMillan, Startup, Stansell, Williams and Austin. The minutes of tne previous meeting were read and confirmed. The following correspondence was read : — From Manawatu County Council, giving particulars of inscribed loan. J. Gillespie, giving report of the nuisances in the Borough.
C. Spring, resigning his appointment as Sexton. I J. W. Watson, reporting that the undermentioned parties made a constant practice of allowing their horses and cattle to run at large ori ' the roads:— T. P. Williams, B. Spelman and Speirs. Audit Department, sending the audited balance sheets for the past yeftr. " The following accounts were psssed for payment : — J. Sullivan, £6 10s; C. Spring, £7 18s 6d ; T. F. Gibson, £6 19s; Mills & Co,, £8 Os 4d; A. Webb, £1 2s 9d; G. Trask, £4 Is ; C. Adin, £2 11s 6d ; J. Newth, £7 19s Gd ; Heunessy & Co, £2 9s 6d ; C. Spring, 2s ; 11. Blake, £1 10s. The Mayor stated it was necessary to take action on the Inspectors oi Nuisances report. He thought the Council must first obtain a nightsoil depot. The question was the site. Cr Williams said he thought only a little epidemic had cropped up and now the cry was " we must have a nightman." He thought it was simple enough for people to keep their places clean. The Mayor pointed out that the by-law prevented nightsoil being buried within the Borough. r lhe expense of removing the nightsoil would fall upon the occupiers. The Council went into committee on the question* On the Council resuming the following resolutions were passed Proposed by Ci McMillan", seconded by O Stansell, That portion of land known as the recreation reserve situated at the back of the rifle range be used as a night soil depot. Proposed by Cr Stanselj, seconded by Cr Startup 1 , I hat the public works committee draw up the duties of a nightman and call for applicants for the next ordinary meeting of the Council ; also fix pegs for the night soil depot. Proposed by Cr Stansell, seconded by Cr McMillan, That Cr Startup be added to the public works committee re night soil and applicants for removing same. Proposed by Cr McMillan, seconded by Cr Williams, That Mr C, Spring's resignation as sexton be accepted, and that applications be called for a sexton and caretaker (combined). Proposed by Cr McMillan se conded by Cr Startup, That the Mayor and Crs Williams and Stansell sign the rate book for the present year. Proposed by Cr Startup, seconded by Cr McMillan, That proceedings be taken against all carters, who have no licenses, employed for hire or reward within the Borough Proposed by the Mayor, seconded by Cir Stansell, That this Council agrees to distribute charitable aid on behalf of the Palmerston North Hospital and Charitable Aid Boards in terms of their letter of the 3rd of May. Proposed by the Mayor, seconded by Cr Williams, That the Clerk invite tenders for the erection of a close boarded dividing fence between the Library buildings and Messrs Walsh and Howan's property, also a small lean-to building for keeping the dayman's tools and other materials. Proposed by the Mayor, seconded by Cr McMillan, That the Clerkorder a new table for the use of the Council room. Proposed by the Mayor, seconded by Cr Austin, That tenders be called for the erection of a shelter shed in the Foxton Cemetery, tenders to be in by July 4th. The usual resolutions striking the rabss ware duly pas3e<l. Proposed by the Mayor, seconded by Cr Williams, That the Clerk order timber for a budge over the awamp drain, also timber for lamp posts and other necessary works. Proposed by Cr McMillan, seconded by Cr Startup, That the balance sheet of the Foxton Borough fund for the year and half year ending 81st March, 1892, be adopted and signed by the Mayor. Proposed by Cr Stansell, seconded by Cr Austin, That the Clerk be authorised to take steps to compel owners or occupiers of property to either make or repair all level crossings. The following tenders were opened for making culvert :— J. Anderson, £29 12s 6d; Jonson and Trask £27. Proposed by Cr Williams, seconded by Cr Austin, That Jonson and Trask's tender be accepted for laying drain pipes as per specification. _______ < ___^_ -i
