The Portuguese scheme for the settlement of the national debt proposes a reduction of 50 per cent in interest on the foreign debt, and the raising of a new loan of four millions. The Government proposes to assign the Customs duties to the payment of interest and the redemption of the new loan. The surplus will be applied to the payment of deferred interest.
