The Behring Sea Treaty has been submitted to the Senate, where it received severe criticism, and was referred to a committee. The Government has replied to Lord Salisbury, insisting on the renewal of the modus vivendi. The Committee of the Senate has decided to approve the Behring Sea
treaty, but to delay action pendHr ' the renewal of the modus vivendi. The Marquis of Salisbury refuses to agree to this, on the ground that there is no danger of any diminution in the number of seals. The United States Government, look upon the demands ofthe British Government, with regard to the Behring Sea diffi culty, as excessive. " Mr Deacon, the American who shot the French attache' whom he found in his wife's bedroom at Nice, has been released on bail. The rebels attacked the British troops in Assam, but were repulsed in eight engagements with heavy loss. v The British loss was ten Sepoya killed, and a number wounded. Russia is massing troopa on the German frontier.
