London. i At the London County Council election, four of those returned have not declared their views, while of the remainder, 77 are Liberals and 31 Tories. The former include 10 labour candidates. Lords Rosebery and Carrington were at the top of the polls. At the former election, the result was '-^-Liberals 70, Tories 48, while bye-elections slightly favoured the Tories. A ballot is being taken among the Durham miners on the question of the 5 per cent reduction in wages, and the general opinion is that the proposal will be accepted. The coal porters in London express sympathy with the miners, and have promised not to unload any foreign coal which may be imported.
