The debate on the first reading of the Irish Local Government Bill was carried out with great virulence, and the speakers were frequently interrupted by jeers. The Times declares the Local Government Bill makes vast concessions and declares the shout of execration raised by sections of the Opposition to have been pre arranged. The St James' Gazette says the negotiations respecting Captain Younghusband's arrest in the Pamir by the Russian Expedition are likely to result in the Russian Government offering an apology.
