The Emperor Francis, in addressing the Delegations, said that despite the peaceful assurances of all the Powers the dangers besetting Europe had not been removed, nor had the general armament been stopped. The Chilian Cabinet has resigned, owing to an alleged breach of compact between the Liberal and Tory Ministers. M. Bartelemy St. Hilaire declares that Lord Salisbury is quite right to remain in Egypt until he has completed his mission. A violent hurricane has been experienced in Portugal. The New York Times states that the German Government has secured a monopoly oi the supply oi war materials from the United States in anticipation of European war in the spring.
