The Russian Black Sea fleet is under orders to mobilise at Constantinople. The Russian rouble has dropped one half in value, and a financial crisis is feared. The French Senate has passed a Bill forbidding the employment of children under 13. The Chilian Government is anxious to pai'ley with the United States. The Naval yards at Mare Island, near San Francisco, are working continuously, Sunday not excepted. Mx warships are ready to sail in case of emergency. It is asserted that Mr Egan, United States Minister in Chili, will shortly be recalled. Petitions from all parts of Russia are being presented to the Minister of Finance praying for the retention of the Jews in that country. Brigandage is rampant in Russia. Goods trains have been plundered at Kuzan, Koursk, and Voronest, and farm houses belonging to the gentry sacked.
