Public Meetings.

It does not seem to be fully grasped that when a number of persons hold a meeting, the conduct of that meet* ing is in their hands. It is the meeting which elects tho chairman, whose duty it is to sco that the ;discussion is conducted orderly, but he has only in his power to decide upon matters which have been discussed by tho meeting. There can be no arbitrary ruling by the chair, as there are no by-laws upon which to frame a ruling, and therefore the Chairman can only put to the meeting any suggestion that is made to him, or that he chooses to put himself and abide by the result of the voting. The meeting is an independent assembly guided only by it's own sweet will arid ruled by the majority, and the chairman, appointed by such a gathering is simply the recorder of the wishes of the meeting. A chairman appreciating the position, as we have denned it, may not have a very ' important position to play, but he will ha\e a very easy tima of it.
