The Moscow Gazette declares that the Great Powers are bound to respect the decision of the fcnltan with' regard to the Dardenelles, who has tho right to give passage through the Straits to whomsoever he pleases.
A Hamburg paper has created a sensation by publishing what it declares are Russian designs. It states that Russia proposes to suddenly seize Constantinople, and that she has sufficient transports to land thirty thousand troops on tho shores of the Jiosphorous in twenty-four hours.
Russia, it is said, will mobilise her army in April next to test the efficiency of the new military system. The Russian press is clamorous for aggression in the East. • The Novosti demands a free passage for all Russian warships, to enable the Black Sea ileet to join the French fleet.
Mr Gladstone, in writing to a Servian statesman, objects to tho supremacy of Bulgaria or any other power with respect to the Balkan States.
The Sultan has granted Sir A. W. White an interview concerning tho •ivinxt on KriUsh merchant vessels v.-ijou passing the Dardanelles in July last.
