I have just completed a most troublesome survey of deviated loads through the'Moutoa swamp, but now that an important work requiring skill and experience is about Jo^ be, executed, it is given to one who has no claim on the County Council, and who so far as 1 am aware is not an engineer. I wrote to Mr R.
