Sir William Whiteway, Premier of Newfoundland, was heard at the bar of the House of Lords on the 28rd in protest to the passing of the Bill introduced by Lord Knutsford for enforcing the modus vivendi with France. He declared that the Bill would prejudice the rights of Newfoundland and only provide for a piecemeal settlement of the difficulty with France. It was, he contended, essential on the part of the Imperial Government to compensate those settlers who had been compelled to remove, and he referred to the injustice of trusting to naval officers the power to enforce disputed treaties. The further discussion of the Bill has been postponed. The Budget was introduced in the House of Commons on the 23inst. It shows the expenditure for the last year to have been £87,750,000, while the receipts were £89,629,000 which gives a surplus of £1,879, 000. The estimated revenue for next year is £90,430,000, and expenditure £88,404,000. The surplus will be wholly applied to assist education, fees for which will cease on September Ist, and is chiefly derived from the increased duties on alcohol, tobacco, and tea. The Count was in his 91st year, the anniversary of his 90th birthday, in October last, having been celebrated with great rejoicing throughout Germany. Two hundred and fifty people altogether were injured by the explosion of gunpowder in Rome. St Peter's Church received considerable damage, and is now closed. His Holiness the Pope was celebrating Mass at the time, and the concussion caused him to fall backwards, receiving a severe shaking. The French Ambassador was injured by falling glass. Many windows of priceless value in the Vatican and St Peters Church were shattered to pieces.
