Manawatu County Council.

■ ■ ♦ The usual monthly meeting of the ahove Council was held at the County office Sanson, yesterday, at 11 a.m. - Present— The Chairman (V, C. Ransom), Crs. Robinson, Mitchell, Hammond, Masters and McKenzie. The minutes of the last meeting were read and confirmed. The following correspondence was read :-— » inwards. From A. P. Meyer, applying for a slaughtering license. F. J. Mansell, asking Council to defray expense of repairing trap and harness occasioned by his horse having put his foot in a culvert near Bull's stables. The amount he placed at £2 10s. Treasury, notifying payment of subsidy of £341 7s lid. H. W. Gifford, applying to have William Ludlow's name placed instead of his, on roll for section No. 11. W. H. Dunning, asking for William Duncan's name to be substituted for his, on roll. John Sanson, applying to have his father's, H. Sanson's name placed as owner on roll for his property. H. Sanson, notifying he had sold sections 13 and 39 Hutt Small Farm Block to his brother, Thomas Sanson ; and section 1 Douglas Blook to Samuel Knight. Andrew Campbell, asking to have John Oke's name transferred for his on roll. B. L. Ellis, notifying that he is occupying the farm at Moutoa lately occupied by Thorpe, and asking for such to be amended on roll. John Hooban, stating that sections 359 to 363, Campbelltown, had been entered to him as owner, whilst he had only been using same. He asked for the alteration to be made. John McLennan, stating that he had been informed that the Council had been taking gravel out of the gravel reserve at Kopani. He could not allow any more to be taken until it is paid for, and asked for royalty on what has already been taken. Rangitikei Publishing and Printing Co., asking for a share of the Council's advertising. Government Printing Department, asking for payment of 12s for Licensing Acts supplied to Horowhenua Licensing Committee in 1885. J. G. Wilson, asking the Council to instruct the overseer to do something to the cutting going down to the Mingaroa flat. Charitable Aid Board, stating that the amount required for Hospital maintenance was £46 7s, and Charitable aid £66 4s 3d. W. H. Dunning, asking that a certain deep hole opposite his entrance gate might be filled up. G. J. Mudford, stating he would hold Council answerable for damage from overflow of drain on Tompkin's line. OUTWARDS. To contractors, notifying tenders accepted. Andrew and McKellow, notifying tender for printing accepted. Colonial Secretary, notifying result of loan. C. B. Hankey, stating that Council had received offer for flax, and asking if Department would accept half. , Colonial Treasurer, applying for loan of £1750. J. McLennan, reminding him that it was no fault of the Council that the gravel reserve had not been paid for. They had offered to pay some time ago, but deeds were not ready.

3aniinond seconded, That the ap« )lication of H. P. Meyer for a slaughter house to be erected on mrt section 24, Douglas Block, be granted.— Carried. It was arranged to inform J. F. Mansell that the Council were not responsible for the acoident. Proposed by Cr McKenzie, se3onded by Cr Hammond, That town sections 180 and 181, Awahuri, be transferred from name of Andrew Campbell to John Oke, also town section 14, Sanson, from John Sanson to H. Sanson, senr., also section 819, Carnarvon, from W. W. Dunning to William Duncan ; also part section 11, Carnarvon, from H. Ludlow to H. W. Gilford, and that the name of B. L. Ellis be placed on the roll instead of Thorpe Bros. — Carried. In reference to J. G. Wilson's letter it was arranged that the over, seer should attend to the lull. Be Dunning's letter — The overseer was instructed to see if Mr Dunning would lend a horse and dray to help the roadman. lie Mudford's notice, the chairman said that the applicant promised to send aman, with the Board's man to clean out the drain. Cr Mitchell reported that Paranihi Bimunui and Ane Paranite had had made an application for Charitable Aid. He said the man who is suffering, had not long ago £90 but he had spent it all. The Chairman said that the Council had no rates from native lands and he did not see any way to do anything. Cr McKenzie proposed and Cr seconded, That the matter com* plained of by Mr G. Mudford re drain on Tomldns line be left with Cr Bansom to deal with. — Carried. The Chairman reported that Cr Bobinson and himself had visited Oroua Bridge and been round the drains. He found the drains pretty bad. The overseer had made an estimate of what the work would cost. Proposed by Cr McKenzie, seconded by Cr Hammond, That tenders be called for work on McLennan's road as suggested by the overseer. Tenders to be in by next meeting and that notice be sent to those who have lenced across the road to put gates on the road— Carried. F. Bobinson proposed and Cr T. Mitchell seconded, That the Chairman be allowed to deal with Mr Brooks with regard to alteration of work to the wash-out at Sanson.— Carried. Re tenders for gravelling at Moutoa, only one tender at 5s 9d a yard was reoeived. Proposed by Cr Mitchell seoonded by Cr Bobinson, That the tender of John Anderson for metalling on the Moutoa road be not accepted. — Carried. Cr McKenzie said that it had beelr^ determined to move the headquarters of the Cavalry from Bulls to Sanson and he applied for the use of the spare rooms in the Council office. Mr Cox who is allowed to do other work, had agreed to do the clerical work of the troop. He should not vote on the motion one way or another. The offer would be £6 a year, and only arms and ammunition would be stored. The increased cost of insurance would be 15s. The Chairman said he thought it would be better if the ammunition was stored in an outside building. Cr Mitchell held with the views of the Chairman. Cr McKenzie said he would agrea to have the ammunition stored in the stables. Cr Bobinson proposed and Cr Mitchell seconded, That the Bangi. tikei Cavalry be allowed the use of the two back rooms in the County buildings at a rent of £ 6 per annum, if all ammunition is stored in the outbuildings. One month's notice to terminate the arrangement.— Carried. The Council adjourned to hold a SPECIAL MEETING to strike a special rate for the loan. Crßanson proposed and Cr McKenzie seoonded, That a special order be made as follows, That a special rate of one twelfth of a penny in the pound be made upon the rateable value of all the rateable properties within the Campbell-Waitohi-Car-narvon and KawaKawa Eidinga for the purpose of paying interest on a loan of f 1750 to be raised under Government Loans to Local Bodies Act 1880 and Amendment 1887, such rate to be an annually recurring rate for 26 years and to be payable in one sum on Ist June in eaoh year.— Carried. As this was all the business for the Special Meeting, the Council resumod its ordinary meeting. The Overseer's report was read. Proposed by (Jr MdKenzei seoonded by Cr Bansom, That tenders be called for reforming about 200 chains on Bosina Line. — Carried. Cr Banson proposed and Cr McKenzie seconded, That the overseer be instructed to produce the necessary timber forrepairs to bridges and culverts in the County.— Carried.
