♦-— _ The usual monthly meeting of the Foxton Borough Council was held at, the Library buildings on Monday, tff--2 p.m. Present— The Mayor, and Crs Jenks. McMillan, Williams, Nye, Austin, and Startup. The minutes of the last meeting were read and confirmed. Mr Startup made and signed the usual declaration on taking his seat The following inward correspondence was read : — Agnes Allan, ask. ing that her rates and boarding-house license be remitted, as she was a widow with eight children to keep, and that business was slack. Loveday Bros., asking permission to place shade over window. Wang&nui Charitable Aid Board, enclosing a cheque for £12 16s 6d for aid purposes; also wanting to know the amount likely to be required for the financial year. A. Speirs, forwarding five pounds for rent of flax mill site. Sec. to Treasury, stating that the snbsidy for 1889-90, amounting to £41 3s Bd, was-retained, and< applied to reduction of sum of £167 7s 3d. J. Mathei's, stating that as owing to the wet weather and flood the gravel pit is full, he thought the water could be taken out at a cost of £4 ; he desired this amount and he would do remainder, '. G. Coley, stating he intended to fence in section No. 237, offering to sell it at £20, A. Jonson, asking re-appoint-ment as sexton. It was proposed by the Mayor, seconded by Cr Jenks and carried, .That, Loveday Brothers be granted permission to erect screen on their window in terms of their letter. Cr Jenks moved, and f'r McMillan seconded, That the Clerk be instructed to write to the Manawatu County Council to ascertain position of this Council re , the 6th share on tramway up to dafe^(jgyyfed7"^ ; ? It was proposed by Cpl|||^ijg^ seconded by Cr Austin,%d3iitlMr^ Allen's rates and boarding^hppe license be remitted for the year 1890-91. : . ! Cr Austin testified to his knowledge of her position, and said she had two children who were cripples. He thought to pass the resolution would be a good action. The resolution was carried. Cr Williams, discussing G. Coley 's letter, said it would cost all the money asked to keep the road by the side of the section in repair. Cr Jenks said that Coley would transfer the section free of cost, Cr Williams proposed, Cr McMillan seconded, That Coley be offered fifteen pounds for section 237, including cost of transfer. Cr Austin said it would be a great saving. As an amendment, Cr Jenks proposed and Cr Austin seconded, That this Council accept the offer for section on Purcell-street for the sum of £20, transferred free to this Council, Cr McMillan said the land was not worth £20. The amendment was lost, the original resolution was carried, It was proposed by Cr Williami, and seconded by Cr Austin, That Mr Jonson be appointed sexton for the next 12 months, and that he be asked to hand over to the Council the plan of the cemetery showing the different pegs. As an amendment, The Mayor proposed, and Cr Startup seconded, That the Clerk be instructed to acknowledge the reoeipt of Mr A. Jonson's letter applying for position of sexton. On being put the amendment was carried. Cr Jenks proposed, and Cr Startup seconded, That a committee be formed to arrange matters in connection with the Foxton cemetery, to have all the present graves on plan, and things in general put right, consisting of Crs Nye, Austin and WjllHams. — Carried. Cr Williams moved, and Cr Nye seconded, That Mathers be allowed £2 towards the expense of draining gravel pit. Cr Williams thought the resolution should be passed, as it was recommended by the works committee. Cr Nye said that the pit drain will be cut really through the metal. Cr McMillan thought that the Messrs Robinson should be asked first whether they objected. The resolution was passed. Tr Nye's Report. Gentlemen — I have the honour to report to your Council on the follow* ing works now in progress : — George Trask's contract for removing old bridge and putting in new . culvert on the Avenue, is now finished according to plans and specifications. The work has been fairly carried out, and is passed for payment ; contract price £43 10s; extra work^to ap» proaches and filling £2. Mathers' contract for oarting strippings for repairs to Dunoanstreet. This contraot is now finished and passed for payment ; 160 yards of stripping at 2s lOd per yard, £21 ss ; 4 yards extra at 2s 10a, 11s 4d. Metalling Main-street — I am sorry that metalling Main-street has been delayed owing to so much rain. The gravel pit is full of water, and liiore time will have to be allowed to co»------tractors. Cleaning out drains — Tenders will have to be called this month for Gleaning out the following drains ;— Awiihon. drain, hmw thp Mto«i nf
Gray-street to the top of Russell sferfeet, 65 chains more or less - Avenue drain, to start from the ok bridge to Baker's road, 75 chaim more or less. These drains hav< been cleaned out in previous yean by the day-man ; his time will nov be taketi up in spreading nietal or Main-street and other repairs to roads for the next two months. Swanrj drain leading to the Wirikino ferry There are 160 chains of this drair more or less. Drain on No 2 Line from the river passing Neylon's anc Guerin's property. There are 46 chaxnymore or less of this drain tc be cleaned out. I would recommend that the wori of cleaning out these drains be pu< in hand as soon as the water is lotv enough, before the winter sets in. George Nye. The Mayor moved and Cr Jenks seconded, That the Borough works committoe report presented by Mi Nye be received. — Carried. The clerk reported that Mr Nye's estimate for the culvert was £76 5s and the total cost £76 5s 7d. Showing a very carefut calculation. Cr Nye proposed, and Cr Austin seconded, That tenders be called for cleaning out main drain at thl bottom ot Gray street to the foot of sandhill top of Russell street, being 65 chains more or less. Also cleaning out drain starting at the new culvert on Avenue road to Baker's corner being 75 chains more or less. Tenders to be at per chain. Cr Nye said that in previous . years the work of cleaning drains had. been done by the dayman; The resolution was earned. Cr Nye proposed and seconded by Cr Austin, That tenders be called for cleaning out main swamp drain, starting at the river up to the upper end of McPherson's boundary, there being 160 chains more or less. Also cleaning out drain on No 2 Line starting at the river past Symon's on to Neylon's upper boundary, there being 48 chains more or less. Tenders to beat per chain. — Carried. Proposed by Cr Jenks and seconded by Cr Austin, That the thanks of this Council be tendered to Mr Nye for the care he has given to the Avenue road work just completed. — Carried unanimously. Cr'MdMillan said it was his intention to move that the Mail roach be allowed to pass the ferry free. Before doing so^he would like how the ferry .account; istood. The^alerk said that there was a balance of £58 or £54. Cr McMillan proposed, Cr Austin seconded. That the mail coach be allowed to cross the Wirikino ferry for the ensuing year from the Ist April. Cr Williams had no objection to make a concession to the present contractors. Or Jenks said he would have to move that the Council go into committee. The Mayor ruled that the tenders should be opened first. The following two tenders for the Wirikino ferry were received. Thomas Bowe— Present scale £132 mail coach £ toll £118, if coach free £106. John Hillary— Present scale £75 mail coach A toll £63, if coach free £50. Cr McMillan's motion was then put and carried. Cr McMillan moved and Cr Austin seconded, That the tenders of Thomas Bowe be accepted for the lease of the Wirikino ferry at one hundred and six pounds. The following tenders for carting were opened : — B. Spelman 9s a day and C. Spring 9s a day. Cr Williams proposed and Cr Startup seconded that C. Spring's tender for carting at 9s a day be accepted. — Carried. The following tender for Ranging was opened : — P Guerin £14 7s 6d. Cr Austin said that though there had been no complaints there was plenty to complain about. If there had been any other tender he would have supported him. Cr Williams moved and Crs McMillan seconded, That Guerin's tender be accepted as Ranger at £14 7s 6d for the ensuing year. Cr Williams said the Ranger could not not possibly be every where, but if a Councillor's horse and cattle got out, they were likely to be in the pound within a quarter of an hour. Cr McMillan endorsed the statement of Cr Williams. — Carried. The following acoounts were passed for payment : — J. Sullivan, £6 12s 6d ; P. Spring, £2 18s Id, £1 ; Petty Cash £1 ; G. Trask, £50 10s ; J. Mathers, £23 16 4d ; Manawatu Herald, £15 16s 6d ; Mills, £1 8s lOd ; T. F. Gibson, £5. McMillan Rhodes & Co., £4 0s 4d.
