London. The Financial Times eulogises the outlook in New Zealand. The work of laying the new cable through the Red Sea, has been completed. Preparations are being made for laying another cable between Edenaucl Bombay, and a third line of cable between Madras and Penang is ready to be put down. The new cable tariff would come into operation much sooner it' the Agents^Geueral wore instructed to sign agreements with the Oable Co. on behalf ot their respective colonies. The Foreign Office deny that the Bearing Sea dispute is serious. The despatches are merely a rehash of what has appeared in the press There is no excitement of feeling exhibited by the English press over the Behring Sea difficulty. The Standard's Washington correspondent telegraphs that the Uuited States Government are considering a proposal to suspend sealing in Behring Sea pending an agreement with the Powers interested. The mortality in London, owing to the hard winter, is 600 above the weekly average. Sleepers were placed across the North British line, but were discovered in time, and the dastardly attempt to wreck the train failed. The Admira'ty propose to store 2000 (?) tons of ooal in the vicinity ot Sydney harbour. If land can be obtained at a reasonable price the coal will be stored on shore, if not coal hulks will be built to receive it. It is believed that Mr Parnell has won over Mr O'Brien' to his side. The Bight Hou A. J. Balfour has returned thanks for the generous response to the appeal issued by the Lord Lieutenant and himself on behalf of distressed Irish families. i
