Manawatu County Courcil.

The annual meeting of the council was held at the council office on Wednesday, when there were present — ' rs. Ransom (chairman), McLennan, Sanson, Saxon, Mitchell, Hammon , and McKenzie. The minutes of last meeting were read and confirmed, and amongst the correspondence read were the followin letters: — From the Railway Department, informing the council that the practice of running the county tram engine on the Government line with only one man in charge was considered unsatisfactory ; objecting to the present engine driver ; and giving notice that approved me mu t be p aced in charge, or the agreement for running on the government line would be cancelled. From the Resident Railway engineer, reminding the council in view of their calling for tenders for the right of cutting flax between the Oroua bridge and Carnarvon, that the Government, claimed one chain on each side of the centre of t e railway line, where the railway reserve was three chains wide, and where it was less than three chains wide, the claim covered a ha'f a chain on each side. and requesting that the cutting of flax on the Government land might not be santionedFrom the Railway Traffic Agent, Wanganui, stating that the railway Commissioners could not consent to remit the charge of 1s per day made for truck covers on the tramway. rom W. E Mellish, Pa merston, wishing to be informed when tenders would be called for the right to cut flax on the county roads. Proposed by Cr Saxon, seconded by the Chairman, "That fresh tenders be called for work to be done on Speedy's line, to be sent in on or before the 10th of December, 1889." An amendment w s proposed by Cr Sanson, and seconded by Cr McKenzie, " ' hat the work to be done on Speedy's line be transferred to J 'or hill, provided he is willing to do it at the price of Monteith's tender, accepted at the last meeting." Afer s m d s u sion on the subject, the amendment was negatived, the dis en ients eing the Chairman and Crs Mitchell, M Lennan and Saxon, a d for the amendm nt, Crs anson MCKenzie, and Hammond. The original motion was then put and carried. The Council then went into annual meeting for the electi n of chairman, and Cr McLennan moved, and Cr Saxon seconded., " That V. C. Ransom, E qr., be appointed chairman of tje Council for the nsning ar." Cr McKenzie, in support of the resoluti n, remarked that Mr Ransom had got through the business of t e Council on their meeting days quicker than any previous chairman. He did not know ho v he managed it, for it always took him l nger. Cr Saxon aid that Cr Ransom's success was owing to his keeping all the members to book in the meetinjrs. Cr Mitchell remarked that he supported the resolution for the reelection of Mr Ransom with pleasure. The Chairman briefly returned thanks f r the honour conferred upon him, and took his seat, and the ordinary meeting was then re umed. With regard to the Government contention that a chain on each side of the centre of the line from Carnarvon to the Oroua Bridge belonged to it. Cr McLennan said that the road was there before the ra Iway, and permission was given to place the railway on it. From J. Thompson, offering 5s per ton for flax on the streets in Sanson.

From J. G. Wilson, asking for a edger account on the tramw y, and requesting that something should be done owards metalling the road leading to his property. On the motion of the Chairman, seconded by Cr McLennan, the name of W. Toomath was ordered to be p'aced on the a'e book, in place of th t of A. Dearl ve, for sections 102, 103, 105. 106, 107, 108, uui 114 On the proposition of Cr Sanson, seconded by r McLennan, a monthly ledger account on the books of the tramway was granted to J. G. Wilson. Proposed by the Chairman, seconded by Cr McKenzie, " That Messrs Gifford and ike be r quested to shift their cross ng, the present crossing being in a very dangerous position." — Carried. Resolved on the motion of Cr MeKenzie, seconded by Cr Hammond, " That Mr Bray be requested to inspect the tramway and engines, and report to the Council before the next meeting." On the motion of the Chairman, it was resolved that fre h tenders should be called for formation on Tompkins' line. Tenders were then opened and it was resolved that the tender of S. Coker for metalling the Foxton--andon road at £3 7s 6d per chain be acce. ted, and that fresh tenders be called for drain and f rmation on the Carnarvon-Oroua Bridge road, tenders to be in by next meeting of the Council. The council then went into committe to discuss the tramway accounts, and on resuming it was reported that it had been resolved to engage clerical help to make out the accounts owing, to demand payment, r in d fault to issue summonses On the otion of the Chairman seconded by Cr McKenzie, it was resolved to hold the next ordinary meeting on December 10th at 11 a m. — Advocate.
