The minutes of the last ordinary meeting, were read and confirmed. " ' SPECIAL B&ESTiNfr A special meeting was held at 2.20 p.SMk 6 sam e Councillors 'being present. It #as proposed by the Mayor aecßMiied.fif Qt.botik th l at k iyelatt for the regulation of carts and carters be passed as follows:— Every cart plied for hire, and every night cart shall be licensed by the corporation. No cart shall be plied for hire or 3arry gbbdS for #aynletit; either 1# contr&ct or otherwise, wiihin the Borpugh,; unless licensed in that behalf under this by law ; and the driver for the time being of any cart plying for hire, which shal not be so^licensed, shall be guilty of an offence ; aiid Idr every Such lic'eftse' issued under this byelaw mere shall be paid to the Town I lerk the sum of £1 and the same shall be. available only to the 81st day of December following the date of its issue. Provided that any contractor for road" coiostruotion be exempt from, the provisions of this clause of the by-law so far as his own carts so em ployed are concerned. Every such license shall be numbered so that no two oi* more licenses granted under this subdivision by the Council shall be the same number, and shall be registered with such number by the ) own Clerk in a Eegistry Book to be kept f r the purpose, and the owner named in any such license sha 1 cause to be painted, and to be kept so painted, on some conspicuous place on the right off side of the cart thereby licensed, the name of the Borough Council -which shall have gran.cd such license, with the number of such license in legib c letters and figures one inch in length, and of a proportionate breadth, and the words " licensed, cart" in the like letters, and every such owner who shall omit or fail to comply with these provisions shall be guilty of an offence • i ' < -' The ordinary .meeting was then resumed. ' ' l " Mr J Andrews attended the Council. He stated that he did no, keep a lodging bouse, and would no take in strangers. He simply catered for the men. Mr Langley also interviewed the Council He^only kept the house private. He only took persons recommended by r.sidents. This Council being of opiniQUithat the time has come when a better and more regular delivery of the mails is urgently needed, and the aciual establishment of a coach route, enables the Government to effect such service cheaply an*! sa is&vctorily. • That in consequence of the influx of populafion into Foxton, he Mayor be requested to write to the Minister of Justice askiug for another constable to be stationed in this Borough.
