MANAWATU COUNTY COUNCIL.
Yesterday. Tho Conncil met shortly after 10 a. m. Present — Messrs Macarthnr (Chairman), Douglas, M'Bath, Lmton, Kebbell, Gray, Sinson, and ltockatrow. The minutes were read aud confirmed, also the correspondence and Kngineer'g report. CORRESPONDENCE. Mr M'Lennan applied for leave of absence owing to urgent private business in Wellington. The application was granted. Letter read from Secretary of Sandon Highways Board, asking if there is any unexpended balance of the money granted for the Whale road, and if so, how much. The Engineer was instructed to report as to the matter. Letter read from Mr Sanson, stating he had sent to Wanganui hospital a man named lidward Macaliater, who was said by Dr Fronde, of Bulls, to be suffering from consumption of the throat. Latter read from Mr Kebbell, stating he had seat a destitute man named Henry Fitzwater to the Wellington Hospital, on certificate of Dr. Hewson that he was sufferiug from rheumatic fever. L Q tter read from Crown Lands office, stating that section 166, township of Fitzherberb.had been gazetted a County reserve. Latter read from Railways Department, acknowledging receipt of the Council's resolution re redaction of rates on gravel for road purposes. ..,.,« Telegram read from Rangitikei County Council, applying for 20 additional copies of the Council's circular re aid to local bodies. , L3tter read from Manaxvatu Highways Board, applying for six additional copies of the circular. Letter read from J. Prior enclosing copy of Feilding borough counter petition. Lettar read from Mr Goodbehere, asking for certain particulars re the Lower Gorge ferry lease, which he had been instructed to prepare. Letter read from Treasury, stating that £2 had been deposited to credit of the Council for extension of licenses of W. Grecnough and Tho3. Roach at the Otaki races ; also, 10a fine for breach of Clause 27, Licensing Act, at Feilding ; also, £5, fees, &c, under Licensing Act, aud £5 for prospecting licenses. WAIKAXAE FERRY. Mr Rockstrow called attention to the fact that on Friday last the Waikanae ferrymau charged passengers one shilling each for ferrying. He asked if a table of tolls wa3 posted at the ferry. The Chairman said that it was, and that the legal charge was 6d per passenger. Mr Rockstrow thought steps should be taken to prevent excessive charges of this kind at ferries. Mr Kebbell suggested that perhaps the extra charge was for carrying luggage, or something of that kiud ; perhap3 for putting passengei-3 in the boat, as it had been ruled that the ferryman had nothing to do but simply to take the passengers over. Mr Rockstrow said he knew the extra charge was not for additional work. _ The Chairman said it was alinoat impossible to secure convictions in these cases, owing to the difficulty of getting hold of passengers to give evidence. He thought they should simply call the attention of the Hutt County Council to the excessive charge. . { It was resolved to adopt this course. ! RESERVE AT AWAPUNI. Letter read from J. Maxwell, of Awapuni, asking the Cjuncil to lease reserve section No 366 t» him. The Engiueer explained that the section comprise.l some 70 acres, but though the Council ha<l the right to take gravel from it, it could not lease the property which had not been vested iv it. Mr Linton said there wa3 a triangular County reserve of considerable size between Palmerston aud Awahnri which might with. advantage be lot on lease. Ho proposed—" That tenders be invited for all nnlet County reserves situate within the Taonui riding." Seconded by Mr Rockstrow, aud earned. SJAUIiUTER LICUXHE. Letter read from F. R. Shipworth, of Otaki, who applied for a slaughter license at last meeting, but was refused on the ground that he had not advertised as required by law, stating that he had now changed hia mind, as the other Otaki butchers' objected to him taking out a license, and asking that his post order for £5 might be returned to him. Mr Rockstrow said that Skipworth had given the Clerk a considerable amount of tronble in writing, and thought that as the Couucil were quite willing to give him the license if he fulfilled the legal conditions, the money should not be returned. Mr Kobbell s-ud tho money could only be retained by the Council if a license were given, and as they could not grant one until the notice was advertised, the money must be returned. The Chairman did not see how the Council could possibly pay the amount. It was resolved to return the money to Skipworth. LOW Ell OORGE FERRY. The Chairman brought up the report of the Ferries Committee (already published), stating that the tender of Falloon and Harvey, for £186 per anuum for seven years and a new punt, had been accepted. The r report was adopted. Latter read from Agent Bank of Australasia stating that a cheque for £10, given by Arthur Falloon on the 14th iust., had been dishonored. Tho Chairman said the Committee had insisted on the successful tenderers depositing £10, to pay the expenses of the lease, &c. Upou Mr Falloon being told this, he had said, "I have the money with me, but I suppose you will receive a cheque" He (the Chairman) had then said, " Well, of course you would not give us a valueless cheque." It appeared he had done so. He had instructed the Engineer to telegraph that morning to Falloon, gtatiug that unless the matter was at once rectified, the tender would bo cancelled. CHARITABLE AID. i Telegram read from F. W. Foster, of I Feilding — " Can you do anything with Council Weatherly ?" The Chairman explained that the man | Weatherly wa3 killed a month or two ago, near Feilding. After his death, his wife went out washing, and thus supported her family, numbering ten children ; but a few days ago she had died in childbirth, her death being caused, it was supposed, by excessive work. Ha thought they should do something in the matter. Mr Rockstrow proposed— " That the sum of one pound ten shillings per month be paid to the orphans of the late — Weatherly for the period of six months ; the same to be charged to the charitable aid accouat." Seconded by Mr Linton. Mr Gray suggested that the amount proposed was not sufficient. Mr Rockstrow said that the Feilding Corporation and the local bodies in that part of the district would doubtlew assist in supporting the children. The motion was carried. for Taipo road work, as follows — " I have to inform you that I cannot possibly with* in the time given complete the work on both roads, owing to dry ness of weather and hardness of ground. Therefore, I mast give np to the Council my right to do the formation on Taipo road line. Penny's line is quite as much as wt> can undertake to do. It is already cleared, and only waiting for some rain to moisten ground to start formation." . The Council declined to interfere, and determined to insist on Mr Monteith carrying out his contract. campion's road. In accordance with the Engineer's report, Mr Ilockßtrow (in the absence of Mr M'Lennan) moved— " That the sum of i!2O be granted to repair the road through Cam* pion's bush, as recommended by the Engineer." Seconded by Mr Linton, and carried. THE DAILY MAIL BERVICE. The Chairman said that no*v the member for Manawatu was Postmaster-General they should bring under his notice anything they wanted, while there was a chance. ( Laughter. ) Mr Rockstrow suggested they should , bring before him the urgent need of resuming the daily mail service. Mr Linton —By coach or railroad ? (Laughter.) Mr Liuton then moved— "That this Council desires to bring under the special notice of the Hon. the Postmaster-General the great necessity that exists for the re* newal of the West Coast daily mail coaoh service, and trusts that he will lose no time in taking steps which will without delay reintroduce this most important public conveinence. " Seconded by Mr Rockstrow, and carried. WORK AT CAMPBELLTOWX. Mr Sanson mentioned that a small sum of £25 was necessary to be laid out near the school at Campbelltowu, to enable the . scholars to reach the school. He moved — " That £25 be laid out in forming about If) chains at the east end of Hickford's road, provided the settlers form the road leading thence to the school at Campbell* town. " Seconded by Mr Rockstrow, and carried. Ths Council then adjourned till 2 p.m. Upon resuming the same members were present. TEXI>ERS RECEIVED. For Maintenance of Roads.— Section 3, Awahuri to Feiiding, i'7B per annum, M'Alister & Green ; £44 17s 6.1, T. Smith, Feilding; £70, Blackmore & Thom&s. Section 1, Feilding to end of Kimbolton road, £156, M'Alister ; £150, Hichborne & Campbell ; £160, Blackmore & Thomas; £100, Young & Lang. Section 2, from Feilding to Halcombe, £127, P. Careen ; £110, Younger & Lang. Section 5, from Oroua Bridge at Awahuri to Palmerston, £149, C. Rosenthal. Section 6, from Palmerton along tho Gorge road to the Hew road leading to the ferry, P. Hafkarty, £75 ; L. P. Blint, £150 ; P. J. Anderson, £145. No tenders were received for any other sections. None of the above tenders were accepted, as the Council thought the maintenance costless under the present arrangement than any of the tenders sent in. For leasing the Foxton Ferry for 3 years. — J. Hillary, £400 per annum ; G. Boyd, £335; R. Stanley, £320; W. Langley, £300 ; Guerin & M'Gsuley, £240. The tender of J. Hillary was accepted. For metalling Moutoa road.— J. Henderson, £3 14s (id ; L. R. Bryant, £3 19a ; J. C. Nathan, £4 ; W. H. Reeve, £5. The tender of J. Henderson was accepted. For metalling Avenue road. — J. C. Na- ""« than, 6s 6d per yard for patching, £54 for formation, and £5 per chain for metalling, accepted ;C. Rosenthal, 7a, £78, £4 17s 6d for metalling, and ±32 10s for soiling; L. R. Brvant, & Co., 7s, £122 11s, £5 2s 6.1, and £36 18s ; \V. H. Reeve, Ss, £33 IS3, £5, and £20. For work on Speedy's line.— R. Dove, £15 19a 6il, accepted ; W. Sohye, £43 10a ; Thompson Bros., £17 18s ; T. Sanson & Co., £19 18s. For work ou Taipo road. — T. Mulling, £1 7* per chain for fencing, £1 Is for clearing, £1 11s per acre for bush fulling. This was the only tender, and was not accepted. For works iv the Town of Sanson. — Thompson Bros., Fagau-street, £9 16s, Burt-street, £6 03, Hedges-street, £5. This was the only tender, aud was accepted. For Kawa Bridge. — Ihle & Anderson, £67 10s, not accepted. This was the only tender. . For works on district road near Hickford's line.— Culvert and formation, i' 3 2a 61 ; second culvert, £6 15s ; third culvert, £7 5s ; formation, per chain, ISs 6il ; 4 .•hains formation and culvert, £12 10s, Thompson Bros., accepted. The above was the only tender. NEW WORKS. It was resolved to call for fresh tenders far additions to Kawan bridge, and for work on the Taipo road at AwahurL Proposed by Mr Sanson — " That £25 be laid ont on the road leading from the Taipo district to Campbelltown, provided the settlers contribute towards the cost of the work to the extent of 5a in the £." Seconded by Mr Rockstrow, and carried. Proposed by Mr Sanson, seconded by Mr M'Beth, and cirried " That the balance of money voted for Speedy's line be laid out in felling the bush one chain wide, and uleariujj 20 feet of same, extending toward tho Rangitikei river." Proposed by Mr Sanson, seconded by Mr Gray, and carried, "That the balance of money voted for work on streets in Sanson bo laid out on additional works in said township." NEXT MEETING. It was resolved to meet on the first Tuesday in each month at 10 a.m., beginning on tho first Tuesday in May. Proposed by Mr Linton, seconded by Mr Kebbell, and carried. "That the Byelaw Committee be empowered to pass accounts for wages and pay sarre at its next meeting to be held on the first Tuesday in April" The Council adjourned at 3.45 p.m.
