THE HIGHWAYS BO ARD.
}»> •TUP KWpI Ol' THE aiNAWATCB*Bii|. |:)Siß,i— lw^eferonco to tho petition ?s»|t j ihasibeen h-wked around for tho purpoajj^jpf |noorporatin^|i^g^P»ng nnd very es»ent£al , Highways Boitfff with the County Council : For what reason this petition has beun got up it is hard to toll. It is alleged by the hawker that it is going to save tha working expenses of an extra public body. This, it will be seen by giving thj JuM e ct a little consideration, is erroneous. In the first \ place, if the petition were to succeed, tho Council wouid employ an extra clerk to do the work, who would cost £100 per annum. They would also charge.for .offioo room, writing materials,' colletftmg fees, &c, whereas if the Board ia formed of good subitantial oountry sett'eia, it is moj*e Jhan jjl^ly/ they will give tlieir services "free, and get the work done by contract. If so the Board .vould cost very little to work ; but if the Board is merged into the Council, the country will be qtlite neglected. It is not possible for our two county members to know everything of the country wants. I don't suppose they take a ride in the country once in a year. If they did they would knoAV ($ much about the country wants when they returned as when they started ; so it behoves tho sett'.cr3 to be very careful of what they aro doing, and not rashly sigir away all their right to their own money, which, if properly spent, would put all the bye roads in the district in good repair. If the Board is incorporated with ..the, Council, the money will all be spent in tlie town for a certainty. I am, &c., SP.XTr.ER. Moutoa, December 13, 1880.
