CARNARVON AND FOXTON HIGH. WAYS DISTRICTS.
* Mr Thynne has kindly handed to us for publication a copy of a letter he has received from the Colonial Secretary's Office, coveriug Mr Ward's report as to the awards to be made by the Governor as between the present Manawatu Highways District and the proposed districts of Foxton and Carnarvon. In his letter, the Under-Secretary states that "The Government intend to advise his Excellency to direct in accordance with Mr Ward's recommendations." In his report, Mr Ward states that he finds the sum of £381 17s lid is payable by the Manawatu Highways District to the proposed district of Foxton; and that £610 14s Id is payable by the proposed district of Carnarvon to the Manawatu Highways Board, made up as follows : — No. I Ward (Sandon), £169 14s 9d ; No, 2 Ward (Carnarvon), £440 19s 4d. He also states there are no works in hand to be performed by and for which liabilities exist against either of the proposed new districts ; also, that a considerable amount is owing for uncollected rates. He therefore sug- , gests tbat the Manawatu Highways Board pay to tbe proposed Foxton distriot £381 17s lid, aud that the Foxton Highways Board be empowered to collect all unpaid rates due on property within its boundaries ; also, that the Carnarvon Highways District pay to the Manawatu Highways Board the sum of £610 14s Id, and that the last-named body be also empowered to colleot all unpaid rates within its boun darieß. By the above it will be seen that the Foxton district will start with a very fair balance to credit of nearly £400, whilst the Carnarvon district will have a big hole made in its first year's revenue, by having to disgorge over £600 to the parent body.
