THE MOUTOA RATES.
TO THE EDITOR OF THE MANAWATU HERALD. Sir, — Re the County Chairm n's comparison of farmers to storekeepers, and the remarks of other members who opposed remission of the Moutoa rates, allow me to make some remarks. With regard to tbe Chairman's' compari son, it will be apparent to all that a storekeeper can never meet with losses equal to the ravages of a flood on a farm, unless in case of fire, against which he can insure. The Chairman states that only in cases of extreme poverty the Council has power to remit rates. If the Council pretends to rate property at the annual value, why not adhere to the Act strictly ? It is a well-known fact that all the property was rated too high previous to the flood, and what must be the case now? Why, singly extorting rates unjustly, which the settlers are not able to pay. Because of this they referred to the Council, from which they got nothing for their pains but some absurd remarks. I am, &c, Moutoa Settler. Moutoa, June 21, 1880.
