(reuter's telegrams.) London, February 16. In its money article the Times publishes a manufacturers' memorandum f om representatives of certain industries who purpose meeting to consider the withdrawal of application for space at the Victorian Exhibition, owing to tariff. It is re% gretted that the protective system was unmodified previous to dissolution. Fresh regulation is regarded as impossible in sufficient time for advantage of the exhibitors. The policy of Sydney is contrasted favorably. Wheat unchanged ; small purchases pending collapse of t\\e American ring, wheu a fall is expected.
