TO THE EDITOR OF THE MANAWATU HERALD Sib — I see in your valuable paper, an ao • count of a mooting of the County Council, at which a Jotter was read from Mr Gowe«', in which he took his share of blame regarding illegal appointment of pjund-keeper, Foxton, and also stating that ho was glad a step had been taken to stop the nuisance. Now, Sir, I am informed by several parties that the same gentleman, although a member of County Council, and'one who on that account should have shown a good example, was one of the worst class of offenders some short time back, " one who has the money to fence but does not." lam far from advecating the right of every one to run stock on public roads near a town, more especially horses and cattle ; still a sheep owner who has an expensive and difficult piece of ground to fence, should have a certain amount of latitude granted him. I al*o see a quiet threat by the Council against any person who should proceed against Mr Cook for return of ff»s illegally demanded by him. By what right does Ihe County Council authorise any purson to impound stock trespassing on roads belonging to Local or Highway Boards ? The Act I have, states distinctly, that Local Boards shall alone have poorer within their districts to establish- pounds and appoint or remove pound keepers. Members of County Council appointed to sign contracts should be very particular, as any loss or breach of contract comes out of the pockets of the ratepayers, and ibey should also show a good example.
