MANAWATU COUNTY COUNCIL.

Monday, May 12, 1879.

The Council met at 2.15 p.m. Present — Messrs Macarthur (Chairman), Halcombe, Sanson, Gower, Linton, Kebbell, Cair, and Dr Rockstrow.

The minutes of last meeting were read and confirmed.

WANGANUI HOSPITAL.

The Chairman said as instructed he had af tended a meeting of Hospital delegates at WsLUgnual Eangitikei County would contribute £300 to the new Hospital, and Wanganui County a like amount, when in funds. They wished Manawatu also to give £300. The Wanganui Borough would then give £1100, and the £2000 thus obtailed would be supplemented by a similar amount from the Government. The Wan ganui people seemed anxious to e-pend A'4oou upon the work. They were o loosed to enlargement, as both the present aOe and building were too small. He had been an thorised to give £200, and therefore declined to guarantee £300 to the delegates. 02 course the payment would give this County a claim upon the Hospital for all time. He thought, however, they would not need to uae the Wanganui building longer th:in 10 years. He had heard a man from Manawatu had beeu received into the Hospital on _ the signature of the Mayor of Wanganui. He had stated that the County Council would refuse to recognise any case not sent to the Hospital by a member.

Mr Sanson proposed— That this Council contributes an additional £100 towards the cost of erecting a suitable Hospital in the Borough of Wanganui; the Chairman to make arrangements with the Borough Council as to the time patients will be received from the Manawatu County, in consideration of such sum ; the term not io be less than ten years,

Seconded by Mr Halcombe, and oau-ied.

CHARITABLE AID,

The case of an aged woman, named Grace Clark, 90 years old, residing at Otaki, was brougrt before the Council by the Secretary of the Benevolent Society, Wellington. Eventually it was resolved to pay the woman 7s 6d weekly from the beerinning of the year, until the question of charitable aid is settled between the Counties and the Government; the oase not to form a precedent. The Key Mr M' William is to pay the money to the woman. BVSH FULLING. Captain Mowlem wrote, asking for a refund of £5 19s Od, which he had spent cutting down some bush on a road line adjoining his land. Mr Linton, in whose Riding the land in question was situated, thought the olaim only fair. Tho Manawatu Highways Board allowed current value in cases where a settler cut down the bush on the road line. In the present case, the work would save the money during the winter in damage to the road.

Mr Sanson asked if the Norwegians had been paid for the work in front of their land. If they adopted the principle, they should advertise they were indebted to a large number of persons. Mr Lintoi said the Government had fleled the whole of the bush on the side of the road where the Norwegians lived. Mr Gower pointed out that a request by Mr T. Edwards, of Moutoa, some months ago, had been rejected. It would be unfair to refund to Captain Mowlem, and not to Mr Edwards.

The Chairman said if the Council recognised the one claim, they Should recognise all. It would affect only the Manchester and Taonui Ridings. There would be eight miles to be done on the Stoney Creek Road. Mr Halcombe thought permission should be asked before such work was done, and the claims recognised.

Proposed by Mr Linton, and seconded by Mr Carr — That the amount claimed by Mr Mowlem for bush felling on County road be refunded.

A division was called, as follows : — For the raplution — Messrs Linton, Kebbell, and Carry against — Messrs Sanson, Gower, Halcombe, Books crow, and Macarthur. The motion was therefore lost.

The Chairman said he objected, partly on financial grounds, as the principle, if curried oat, would involve a considerable expense.

The following resolution was passed upon the motion of Mr Sanson : — That a copy of the plan and books of reference of the proposed Fox<on and Sandon railway distr'ct be deposited with this Council in accordance with clause 4 of the D's -ict Eai'wavs Act, J877. POUNDAGE. Michael Twoher, of Halcombe, applied for balance of money from sale of a horse owned by him, and which was sold in tbo Foxfcon pound. The Council thought something more than a mere declaration of owners' 'p was necessary, as a dishonest person might obtain t».e balance of the money, whilst not owning the horse. Mr HaTcombe proposed — That on an affidavit being made by Mr M. Twoher that he was the owner of thi- hoise refeired to in hi« tetter, the balance of £7 5a in hands of the Counci I be paid to him.

Seconded by Mr Kebbell, and earned

BOIMNO-DOWN ESTABLISHMENTS.

The application made by Mr. Easton for a remjttal of the slaughter fee ot |d. per head on sheep killed for boil' >g down was read.

Dr. Rookstrow proposed — That the fee be not remitted.

Mr. Sanson seconded the motion. If boiling down were earned on pure and simple, he world agree to the fees being remitted, but as butchering wa.3 combined with it, he agreed to the fees being retailed, but thought the money pVould go to the Hiding iv which the establishment was situated, or to the Count y fund.
