By Manawatu Herald Special Wire. London, March 21. The French war vessel Arroganta, six guns, foundered in a heavy gale ; 47 men were drowned. Lord Chelinsford, writing to the Secretary of State for the Colonies on February 9, requests that he may be superseded in the command of the British forces in Natal. The Governor of Cape Colony, in an accompanying 1 despatch; says he concurs in Ohelmsford's request to be superseded, and points out it is necessary that an officer be selected fitted to succeed him. The Secretary nf State for the Colonies, replying on March 19, censures the policy of the Governor of Natal, but says the Government have no desire to withdraw their confidence in him in the present crisis. He adds that the Government will decide upon peace conditions with Cetewayo ; but are indisposed to sanction the annexation of the Zulu country. March 22. Wheat, Is lower. Mutton tallow, 6d lower.
