Papers relating to the Victorian deadlock have been published.; '; A despatch from the Secretary of State for the Colonies, of February l^, 1 > states that had Governor Bowen ' originally acted in accordance with the views which induced Ministers . partially to retract their steps, the financial difficulty might have been overcome without the objectionable measure being enforced, Egyptian news have been received stating that Prince Tewfik, hereditary prince, has been appointed President of the Council of Ministers, and Mehar has been appointed Minister of Foreign Affairs. The Secretary of State for the Colonies, in a despatch, repeats his opinion that the dismissal of the Victorian civil servants was not a temporary measure, as Bowen reported,, seeing that he signed orders for their permanent removal. Had he acted as though the measure were merely temporary, it would probably have overcome the financial difficulty, without recourse to measures involving grave objections, when asked by the Ministers to partially retrace their steps. Melbourne, Friday. Mr. Berry telegraphs that he hasdecided to offer a three million loan at 98, including interest. He adds that the Bight. Hon. Mr. CLilders, formerly First Lord of the Admiralty, will probably accept the post of Agent-General for Victoria in London, without salary. Mr. Berry also states that the Secretary of State for the Colonies has not yet replied to his proposals.
