We have great pleasure in congratulating Mr Macarthur upon Lis elevation to the Chairmanship of the County. It is a fitting testimony by the Councillors to his worth ; and it also is just, that the largt and important Riding of Manchester (comprising one-third of tho total population of the County) should bo represented directly in the administration of County affairs. It it possible that the election of Mr Macarthur may tend to smooth© the differenced that have existed in tho past, und to promote iuture unanimity. , We trust both parties will work unitedly for the good of the whole County. Separation may in time become a necessity. Upon tho general question we express no opinion at present. But to maintain meanwhile a spirit of antagonism, would be false to the interests of the County as a whole. Mr Macarthur has clearly stated his views, and we have confidence that he will seek to forward tho interests of every portion of the large and prosperous Connty, of which he is now the Chief Executive Officer.
