FOOD RUSHED TO HONAN.

RUGBY, Oct. 23.
The Chinese Government reports that prompt measures have been taken to ameliorate famine conditions in Honan Province. Thirty-five per cent. of the grain tax payable has been remitted and food is being rushed from neighbouring provinces where the harvest is good. V
