SECRET SESSION
WAR SITUATION DISCUSSED. MANPOWER QUESTIONS.

WELLINGTON, Oct. 23.
After disposing of formal business and arranging to adjourn till Wednesday, December 2, the House of Representatives went into secret session to discuss the war situation and manpower questions. Objection to holding a secret session was expressed by Mr Schramm (Government, Auckland East), but there was no other dissentient. When the Prime Minister, Mr Fraser, suggested that the House resiime in December, the Leader of the Opposition, Mr Holland, interposed: "There is no chance of being involved in a General Election at that time, is there?" The Prime Minister: Not unless the Leader of the Opposition would like to test the House again. I would be glad to give him every opportunity to do so. (Laughter.) He said the December session would only extend over a few days, and in reply to Mr Holland said he did not expect there would be much legislation to bring down. A Bill relating to uniformity of building construction to safeguard against earthquakes might be available. The only other Bill in prospect was one contemplated by the Minister for Plousing to provide for the renovation and making habitable of old dwellings. On the motion for the secret session being put to the House, Mr Schramm shouted: "No, Mr Speaker, no." When members urged him to call for a division, he replied that he would if he could get a seconder. The secret session concluded at 12.30 a.m., when the following official report was issued under the direction of Mr Speaker: "The Prime Minister surveyed the international situation and the military operations on the several fronts. He gave particulars of his discussions and negotiations in Washington. He then introduced the question of the utilisation of manpower in the Dominion, information on the matter having been circulated to members. Fifteen other speakers took part in the discussion. The House then formally adjourned to December 2. — V —
