HARSH ITALIAN DECREE.
TREATMENT OF YUGOSLAVS.

WASHINGTON. Oct. 20.
A representative of the Yugoslavian Government in France, Snoj, has received smuggled from Croatia, a copv of an official Italian Army decree ordering soldiers to destroy and burn all buildings in which Italians are "insulted." Soldiers are further ordered t o shoot without warning "all acting inimically, and all males behaving suspiciously."
