LONDON, Oct. 19.

The immediate trial of Hess is urged by the Moscow newspaper Pravda. In a leader on the punishment of German war criminals, the paper says :"It is necessary to determine Hess's present capacity. Is he a criminal, liable to be tried and punished or is he a plenipotentiary of Hitler in England enjoying extraterritorial rights? To imagine Hess as safe from the judgment of a people's tribunal for the duration of the war is to close one's eyes to the crimes of one of Hitler 's most blood thirsty criminals." Planning for the punishment of German war criminals, the Polish Cabinet has issued a special decree attaching criminal responsibility for crime committed in Poland after August 31, 1939. Actions listed include those that caused death, special suffering, deportation or transfer of populations, or impri'sonment of individuals, or general danger to hurnans, or compulsory miiitary service in foreign armies, or deStruction and damage to property of national value.
