BUILDING NEW IN STALL ATION S . P.A Cable. NEW YORK, Oct. 18. Reconnaissance planes disclosed that the Japanese reinforcing the Kiska garrison are building installations on the south side of the island, says an Associated Press correspondent at Alaska Headquarters. The Japanese are probably transferring troops to Kiska from other Aleutian Islands which have been found unfit for use as bases.
