STRASBURG HOAX.

KAISER'S ORDER FORGED
GARRISON SPEEDILY TURNED

BERLIN, Feb. 7. All Germany is laughing at Wolter's hoax.
He sent a telegram to himself, rubbed out the contents, and substituted the following: ' 'Arrive twelve; coming by motor-car and proceeding to Polygon parade ground. Entire garrison to be ajar mod.—(Signed) Wilhelm." The prisoner forged ' the special marks indicating that the telegram was from the Emperor.
General Eglotfslein, oblivious of the fact that the Kaiser was 1000 miles away, summoned the garrison. The populace believed that war was imminent and the women were tearful.
In two hours 18,000 troops were on the ground, and the new Zeppelin hovered overhead.
There were 30,000 spectators, including Wolter, who was overheard to say that he wished he could set the; fleet in motion.
Finally the chief of police motored to Strasburg; 2£ miles away and,telephoned. He learned that the Kaiser was at Koeiiigsborg. The Morgenpost recalls the fact the Kaiser in 1893 unexpectedly stopped a train himself and alarmed the Strasburg garrison. <.
