UNIVERSAL TRAINING URGED

LONDON, Feb. 6. The National Service League manifesto says:' "Fellow citizens, the country is unprepared and invites attack. Wo do not propose conscription, but a democratic defence force based on the universal training of all able-bodied youths, without distinction of class. No citizen will be compelled to serve abroad, even in war time. Officers will be promoted from the ranks for merit alone. Precautions similar to those* in Australia and Now Zealand will prevent employers from penalising the workers."
