* A WAR RELIEF FUND. (UNITID PBI6B ASSOCIATION. Timabu, January 4. At the Educational Institute today the annual report and balance sheet was adopted. The Ordinary Account has a credit of £114 7s lid ; Legal Assistance Fund, credit, £321 10s. The Journal wa3 recommended to the support of teachers, Ife was resolved that, if necessary, the Education Act should be amended to empower Boards to appoint and transfer without consulting committees ; that all branches be urged to petition both Houses m favor of a oolonial scale of staff and. salaries. A motion m favor of a sohool children's Transvaal Relief Fund was carrried with acclamation, as also was a motion that the Institute should be empowered to join the Union of Teaohers' Institutes throughout the Empire. The question of a superannuation fund was postponed. The new constitution submitted by the Committee was considered and adopted with amendments. It provides that there shall be one district Institute m eaoh education district, except that existing m Waikato, the Institute representation on the Council to be one representative for 20 members, two for 50, and one for eaoh additional 40 ; subscription to the central Institute to be 8s per member, Is to go to the Legal Assistant Fund, and m oase of emergenoy the Executive to have power to make a speoial levy n.qt exoeeding 10s per member m any year. A proposal to refer the new constitution to the district Institutes before final adoption w.a,s lost, only two voting for it, Th,e next annual meeting is to be held at Wellington m January, 1901. Mr W. T. Grundy, of Wellington, was elected President; Mr T. H. Gill, Wellington, Secretary ; Messrs R, D. Stewart, Auckland, W. Davidson, Otago, C. Watson, Wellington, other members of the Executive, A presentation was ma,de to Mr Grundy for his valuable services as Secretary for many years ; and a silver salver, a. purge ci sovereigns, and a silver serviette rings were presented to Mrs Grundy. High euloguims were passed upon the reoipients. The usual votes of thanks closed the session at 10 p.m. The delegates drive to Winchester and separate there to-morrow.
