The following British colonies : Ascension, lonian Islands, Bermuda, Natal, British West Indies, New Brunswick, Canada, Newfoundland, Cape of Good Hope, Nova Scotia, Falkland Islands, Prince Ed ward Island, Gambia, St. Helena, Gold Coast, Sierra Leone, Heligoland, Vancouver's Island, Not exceeding 4 oz 7d. Exceeding 4 oz, and not exceeding 8 oz Is 2d. ~ 8 oz „ 10 oz 2s 4d. £nd so on, increasing one shilling and two pence for every half-pound, or fraction of lialf-a-pound. BANKERS' PARCELS. Containing only bank note?, order?, bills and promissory notes, cheques, passbooks, or bank returns sent by or to any bunk, or banker, within the colony, (provided that such parcils are securely closed and sealed, and contain no letter or communication in the nature of a letter, and bear along with the address of such parcel, the \soids "Banker's Parcel, without letter," subscribed by the sender of such, with his name and address,) shall be received as Buok-jiacket?, and shall be transmitted, within the colony, at the same rate as Book-packets.

REGULATIONS. Prepayment by Stamps.—All letters, packets and newspapers, if liable to postage, posted in New Zealand must be prepaid by affixing postage labels of the colony of sufficient value. Loose Letters—All letters received from beyond seas, at any post-office in this colony, which have not teen regularly posted at the phce cf despatch (loose letters), are chargeable with full postage, according to the rates established by the foregoing tables, unless they arc letters which it is not compulsory by law to send by post, in which case they arc chargeable with the inland rate of postage only. Insufficient Payment—Letters and packets liable to more than one rate of postage, and addressed to places within the colony or the United Kingdom, if bearing at least a single rate, will be forwarded, and charged with the postage deficient, and another single rate as a fine. Letters and packets so addressed, and bearing less than a single rate of postage, and all letters and packets otherwise addressed, not bearing the full amount of postage chargeable, will be detained and returned to the sender. Newspapers, if posted without prepayment of the lull amount of the • postage chargeable, can neither be forwarded to their de.-.tination nor returned to the sender; but will be delivered or forwarded to the person addressed, on apphcation, within six months, at the office where the same weie posted, and payment of the deficient postage in stamps. This rule applies also to letters for the colony of Victoria. Registration—Any person can have a letter registered by affixing on it by means of the proper labels the amount of the registration fee, in addition to the proper postage, and presenting it at a post-office during office hours, and at kast one hour before the closing of the mail by which it is desired to be transmitted. Every precaution will be adopted to ensure the safe delivery of a registered letter by entering it on the letter bills, and obtaining a receipt for the same on delivery. As the post-office, however, is not responsible for the loss of any letter, whether registered cr otherwise, persons sending bank notes or drafts are advised to take the numbers and particulars, and to cut the notes or drafts in halves, and to eend them by different posts. Re-1) I recti ON—Letters, newspapers and packets will be re-directed from one post-office to another on the written instructions of the person addressed, but on re-direction are chargeable with a new and distinct rate of postage, to be paid on delivery. Penalties—Any person sending as exempt from postage letters not liable to exemption or enclosing a communication in the nature of a letter in any newspaper or book-packet, is liable to a penalty of £2O. Size and Weight—No book-packet or packet of newspapers will be received, nor will any postmaster be required to receive any letter, if it exceed two feet in length, one foot in width or depth, or three pounds in weight. Book-packets to be Open for InspectionEvery book-packet shall be sent open at the ends or sides, and there shall be no enclosure, sealed or otherwise closed against inspection, sent in or with such packet, nor anything printed or written in the nature of a letter. Contents —With the above limitation!®, a book-packet may contain any numbprof separate books, maps, prints, or photographs, and any quantity of paper, vellum, or paichmenf, either printed, written on, or plain, (exclusive of anything in the nature of a letter, whether scaled or open) with the binding, covering or mounting attached or belonging to such book, print, map or photograph, and all things legitimately appertaining to or necessary for the transmission of any enclosed literary or artistic matter, but exclusive of glass in any form. The name and address of the sender may appear on the cover.
