The death is announced, at the age of 80 years, of Sir 11. Taylor, K.C.M.G., who joined the Colonial Office in 1824. Negotiations are in progress between England and France touching the cession of Rapa Island to Great Britain. The French Government appear reluctant to pajrt with the territory in question. Brussels, March 80. '
The industrial strikes are decreasing, and rioting is quieting down throughout the country.
Constantinople, March 30.
The Russian vessels belonging to the combined squadron at preseut stationed at Suda Bay, Crete, h ive been ordered to proceed the Smyrna. Russia having refused her assent to the Italian amendment to appoint Prince Alexander Governor of Eastern Roumelia without limitation of time, the European Towers have reverted to the original proposal for a five years' tenure of office.
