LATEST CABLE NEWS.

London, February 2. Earl Granville has been summoned to Osborne by Her Majesty the Queen. The Daily News this morning announces the following as the personnel of the new Ministry:— Mr Gladstone, Premier" and Chancellor of the Exchequer. Sir William Vernon Harcourt, Home Secretary. Sir John Farrer Herschell, Lord High Chancellor. Viscount Hampden, Lord Privy Seal. Mr Childers, Secretary for War. Mr Chamberlain, First Lord of the Admiralty. Mr Mundella, President of the Board of Trade. Mr John Morley, Chief Secretary for Ireland. It is added that, probably, Earl Spencer will be appointed Viceroy of India. Lord Kiraberley will go to the Foreign Office. Lord Ptoseberry will take the Colonial Secretaryship. Lord Granville will be made Lord President of the Council. Tenders were opened to-day for the Victorian loan of £1,500,000 at 4 per cent., the minimum of which was fixed at £lO2. The total amount tendered was £11,000,000. Tenders at £lO6 8s Gd will receive 22 per cent, of their application, and above that in full. Tenders were also opened for the Wellington Harbour Board loan of £500,000 at 4£ per cent, the minimum of which was 97£. The whole aniouut was subscribed, tenderers at £lO2 16s receiving 56 per cent, of their applications and above that in full.
