London, July 18. It is announced that the British Afghan Boundary Commissioner has encamped at a distance ot 17 miles northward of Herat. July 20. The " Standard " this morning expresses the belief that Russia is to receive Merucliack in return for giving up her claims 1 to Zulfikur Pass. July 21. In the House of Commons to-night t Lord Randolph Churchill, Secretary for , India, gave an official denial to the state--1 ment recently made by the " Standard " newspaper to the effect that Meruchak
had been ceded to Russia in exchange for Zulfikar Pass. All the Powers, with the exception of Russia, assent to England issuing an Egyptian loan. This is regarded as a triumph for the Marquis of Salisbury. The Agent - General of New South Wales, Sir Saul Samuel, announces that his Government has decided to abandon the projected loan for the present, owing to the uncertainty as to whether peace would be maintained. St. Petersburg, July 18. Hie Journal de St. Petersburg," in an article to-day on the movements of the Russians in the vicinity of Zulficar Pass, states that they are of an unimportant character, and adds that Russia will do ! nothing likely to compromise the present | negotiations lor the peaceful settlement of I the frontier question. July *2O. The Russian Press generally regard the Russinn moYements as due to fears of ail Afghan attack on the post of General Komaroff, who, it is stated, is completing preparations for assuming the defensive without occupying the defiles commanding the Zulfikar Pass.
