MINISTERS CONFER SCANDINAVIANS' ATTITUDE. IMPOSSIBLE TO INITIATE PEACE STEPS. Australian and N.Z. Cable Association. CHRISTIANIA,- September 23. A conference of Ministers of Denmark, Sweden and Norway decided to maintain loyal and impartial neutrality. It was considered impossible to take the initiative in mediation between the belligerent Powers.
