PROPOSED PROHIBITION OF TOUTING. BOGUS TESTIMONIALS AND FORGED NAMES. “Times”—Sydney “Sun” Special Cables. (Received February 27, 5.15 p.m.) LONDON, February 27. In the House of Lords Baron Newton nJoved the second reading of an amendment to the Money-lenders’ Act. The amendment provides for legislation to prohibit money-lenders touting by means of circulars, and using wellknown names.
The money-lending fraternity, said Baron Newton, pestered clergymen, Government officials and professional men offering to lend fabulous sums at five per cent. He quoted false testimonials sent out. One, purporting to come from a peer, and addressing the moneylender as" “ dear old boy,” asked the lender to let him 'have bank nqtes to the extent of £SOO by the morning. These men even wrote to boys at Eton. They were not merely a nuisance, but a real danger,' offering opportunities to blackmailers.
