Replying to questions as to the strength of the Gibraltar battle squadron, Mr Churchill admitted that two expected battleships were not being built. Nevertheless they were developing. a definite fleet organisation, and fully keeping pace with the other Powers.

Mr Churchill also announced that twelve White Star steamers had been provided with guns at the company’s expense.
