SELWYN COUNTY COUNCIL.

An ordinary moating of the Belaya County Council was held this morning, when the following member* wore present :~Umri E. J. Leo (Chairman), I). M'Millan, F. Janet, J. 1). Eny», W. Dunlop, H. W. Pcryman and B. Wcstcnra. CHAIBMAH’B BTATBMBBT, The Chairman thanked the members for the honour they had done him in re-electing him. He made the following statement of the business to he brought before the Council : Dobbin's Ford: Since last meeting, a letter ha* been received from the North Bakais Board of Conservators stating that, Burnt Island haring been leased, the Board is not in a position to grant the use of it for the fordsman. Bluff Bridge: The letter from the South Malvern Boad Board in reference ,to the maintenance of this bridge, the consideration of which was deferred lost month, will be again laid before you.—Park Beads: The Siccarton Boad Board baa stated its willingness to supervise the maintenance of the roads through the Park on behalf of the Council.—Happy Jack's Creek: The deed embodying the terms of the agreement between the Council and the Bakaia Boad Board, for the diversion of Happy Jack's Creek through gravel reserve 2212, is now ready, and 1 will ask jonr authority to execute the same.—Clearing the Styx: Ifae Avon Boad Board apply tot £SO for clearing (he Biver Styx to November lost, and enclose a petition from ratepayers asking the Council to continue the grant—Hslswell Boad Board: A letter has been received from the Hals well Boad Board, applying for a grant of £IOO for drainsgs works urgently needed., I have asked the Board to specify the works proposed to be undertaken, bat have not yet received a reply.—Lake Ellesmere; I hare received a latter from the Akaroa County Council, en closing a reply from the Government to their application for an annual grant for the pur Kj of letting out the lake.—Clearing the ell: A communication has been received from the Ellesmere Boad Board, in reference to cleaning and widening the river IrwelL A petition from the ratepayers on this subject was received two months ago, the consideration of which was deferred pending an expression of opinion from the Boad Board.— Avon Boad District: Petitions have been received for and against the annexation of part of the Avon Bom District to the Biccarton District, and deputations from the several petitioners will wait upon the Council to support their views.—Stoppage of Beads: Applications from the Biccarton and Heathcote Districts, for confirmation of decision of ratepayers re stoppage of certain road*. In the absence of a standing Committee to consider such application* 1 hkve asked two members of the Council to look into these cases, and their report will be laid before you.—Hororata Water-race: The monthly report of the Engineer bos been sent in, also letters from the Kakak Boad Board and Mr Oordy.— Malvern Water-race: The report of the Engineer will be laid before yen.—lnspection of slaughter houses: The monthly report of the Inspector will be laid before you, also several applications for renewal of licensee, xossra’s roan. The Chairman read a letter from the Board of Conservators, stating that Burnt Island is under a lease and cannot be used for the purpose of building upon it* residence for the fordsman. BLOT* BHIDQB. A letter was read from the South Malvern Boad Board objecting to bare to maintain the bridge, which (hey submitted was a distinct work. They further remarked that the Council bad absorbed the funds of the Boad Board, and ought to accept the corresponding responsibility. Mr M'Millan considered the South Malvern Boad Boar! had been unfairly treated in the matter of bridges. The Chairman pointed out that the system pursued with the South Malvern district was that which was followed with all the districts, and was in accordance with the provisions of the Act. The Council had no funds for such bridges. Mr M'Millan said the South Malvern district bad had no assistance for public works, but on the contrary had helped the Council.

The Chairman said the only way to make an alteration in the present system possible would be to levy rate*, a course which he thought undesirable. Mr Jones thought if the Bluff bridge was made an exception, there would soon he jdenty of applications from the Heathcote Mr Perymansaid the Council was bound to maintain the arterial works. The Chairman pointed out that the Council could charge the local bodies for the work He believea that the Bead Boards could do the present work more cheaply than the Council j it was only painting and tarring. Mr M'MUlaa would move—“ That the County Council in future do the repairs necessary to the Bluff bridge, and that the costs be defrayed out of the County funds.” Mr Jones seconded the mottos. Mr Peryman moved aa as amendment—- “ That the load Boards interested, namely, the South Malvern and Bakaia, effect the repain necessary to the Bluff bridge, the Council providing the cost of the same, alt money* ao expended to be deducted out of the funda allocated to thoaa districts.” Mr Bnys seconded the amendment. Mr Westanra moved as a farther amendment—" That the question be adjourned till the next meeting.” The motion and first amendment were withdrawn, and the adjournment was agreed to. ran* boabs. Mr Dunlop suggested that the work on the Park roads should be done by contract. The Chairman said he would convey the suggestion to Mr Blits. At a subsequent stage of the meeting Mr H. J. Hall waited on the Council to ask what remuneration would be given for the supervision of the roads. The Council resolved that £25 would be sufficient. HAPPr jack’s cbbkk. The Chairman was authorised to sign and seal an agreement between the Council and the Bakaia Boad Board as to the diversion of Happy Jack's Creek. OMULBIBa TBS STTX. Mr Jones thought no grant should be until the adjustment of money* consequent upon the alteration in the district by the formation of the Borough of St Albans had been made. At this stage a special meeting was held for the purpose of patting a nwotal order to a* to add to the Upper Waimakariri Hjdtng t portion of country which ha* lately bee* joined to the County. A proposal making the special order as draughted by the Council’* legal adviser, waa moved by UrSfiyi, seconded by Mr Western*, and agreed to. XAIVBBK WATXEWOEEB. The general meeting was then resumed, and the report ou the Malvern waterworks was read. Mr Bitso gave the Council verbal information on matters of detail. The Board resolved—“ That, a* the engineering work on the race is now nearly completed, Mr Litso receire three months' notice of the termination of bis engagement.” wist Mxr/rosr. A deputation from West Melton waited upon the Council to urge the necessity for the water being brought on to the district. The Chairman assured the deputation that the matter had been referred to a standing Committee, with power to act. The deputation thanked the Council and withdrew. BOBOBAXA WAIX3-BACS. The report of the Engineer of the Hororata water-race was read, and the Engineer was authorised to deal with the owner of load required for a waterway, &c. iLAOOHTM-HOCBBS. The Inspector of Slaughter-houses’ report was read. There were SO application* for renewals of license, and one application for • new license. They were all granted, in two or three instances conditionally. AOCOCHTB. A number of accounts were poised for payment. Aroma v. Mr Enys apologised for the absence ct Mr MalhtaaATOS DISTRICT. A deputation in favour of the annexation of part of the Avon Boad Board to the Biccarton district waited upon the Council Mr 6. Harper was the principal spokesman. Mr E J. Hall appeared on behalf of the Biccarton Boad Board to consent to the annexation. The Council promised to consider the matter, and the deputation retired. A counter deputation from the Hoad Board waited on the Council, who, in eomphaoee with their request, waited till the close of the meeting in order to allow Mr J. L. Wilson, Chairman of the Boad Board, to ho present. At * quarter to three, Mr WSeos not having arrived, Mr Blether acted aa spokesman, and gave in detail the Board's objection to the proposed secession. The Chairman having promised to give the subject full consideration, the deputation withdrew. After some discussion, the Council decided to recommend the Governor to make the ■everance, in accordance with the prayer of the petitioner*. Mr Dunlop was the only dissentient. The Connell adjourned at haif-pait three o’clock.
