LYTTELTON HARBOUR BOARD.
A special meeting of the Lyttelton Harbour Board was held yesterday afternoon j present— Mr R. J. 8. Hannan (in the chair), the Hon J. T. Pescock, Messrs O- W, Turner, E. O. Wright, P. Cunningham, H. Sawtell, H. Allwright, and B. Allan. SEW BY-LAWS. Mr Wright moved the adoption of the by-laws. Mr Cunningham seconded the motion, which wa« carried unanimously. la the dames beginning with the words “grain,” “ fa ernes,” and “ split house blocks ” the minimum was reduced to one ton. Mr dswteli moved that the wharfage rate on aff goods, Ac., not otherwise specified should be Is 6i instead of 2s, but the motion was not seconded, and Mr Sawtell withdrew it.
Tne Beard agreed unanimously that the amended by-Jaw* should come into force in the Fort of Lyttelton on January 2, XBS2, ar.d ordered trie seal of the Board to be aiEied to them. THZ CHAISMAS’S (sTATBMBST.
The Chairman made the folio wingstatement: —Our meeting is called to-day especially to adopt the by-laws for reducing our harbour and wharfage charges. The by-laws have been carefully drawn up and examined by our solicitor, Mr Solder. A cablegram vu received by our Secretary on Dec. 12, in reply U> bin of Nor. 30. Messrs Bell and Miller state that the owners of the Pampero had decided to send her to Swansea for repairs, and that it is not known if caisson is damaged. I hare to report that Mr MurrayAyneley has resigned his seat on the Board, and steps are being taken for holding an election in Lyttelton to fill the vacancy thus caused. I lay on the table a report from Proicfsor Bickerton of the result of the analysis of the two samples of yellow ochre submitted to him by order of the Board in September last. The draft deed of conveyance of the site for a Sailors’ Homo on Norwich Quay has been received through our Solicitor, who reports it to bo drawn tn accordance with the provisions of the Special Powers and Contracts Act of last session, proposing to vest it in the Board under certain conditions. He, however, points out a discrepancy in the description of the land in the Act, and to which it will be necessary to draw the Government's attention. The Board, however, must in the meantime signify their approval of the deed. LTTTSttOJf OCHaas. The following report was laid upon tbs table respecting the sample* of yellow ochre produced from the property of the Harbour Board at Naval Point :
“ In the examination of the samples of yellow oebre received from the Board it was thought that their value would be better indicated if they were with the eebre imported into th : s country. For this purpose a sample of iho best imported was obtained, and the samples received were examined side by side with it. The results of the analysis made were as follows: Dark • Light Im. sample. sample, ported. , percent, par cent, percent, Holst arc 13-85 18 63 3-85 Lous on Ignition 715 TOO fl-00 Silica and Insoluble matter ... 57-80 68-25 70 70 Iron peroxide ... U-40 8-00 1000 Alumina 6 60 100 tiO Los* and undetermined ... 0-20 I*so 1-45 ICO CO 100-00 100 00 “The above analyses were made on the sample* oi received without any preparation, other than grinding, whereas the purchased sample bad probably been prepared by elu* triation. The effects produced by roasting the samples wore not favourable. The dark sample yielded a rod ochre, but not such as would compare with that imported, or with those of Canterbury already examined in this laboratory. The light sample did not yield a red ochre on roosting. The ochres, os received, possessed physical characteristics as follows: The dark sample was of a dark yellow colour, soft, with a resinous lustre, yielding a powder, when ground, o! a darker ogtwr than the imported sample. ACCOUNT*. Account# to the amount of £123 15* *« wore passed for payment, Mr Peacock moved, and Mr Allan seconded —.“That the Board approve of the draft deed of conveyance submitted to them to-day, wuerebv the Government propose to vest in the Board (he site for a Sailors' Home on Norwich Quay, LyUeUoo, in terms of the ' Special Powers and (Amtract# Act, 1881, The Board, however, desire (o draw the Government'# attention to an apparent error in the Act. respecting the description of (he land which it is proposed to convey to the Board." The motion was agreed to unanimously. Mr Cunningham suggested the appointment of a Committee to consider a# to what step# are necessary to be taken by the Board to effect tho construction of a Bailor* Home. Mr Allan moved the appointment of the following gentlemen as a Committee for the •bore purpose .-—The Chairman, and Messrs Cunningham, Peacock, Allwright, and Turner. Mr Allwright would prefer not being on the Committee. The Board were of opinion that the Mayor of Lyttelton should been the Committee. Mr Allwright consented. Mr Sawtell seconded the motion, which was unanimous!* agreed to. This concluded the meeting.
