GENERAL CONDITIONS.
Contractors will not be allowed to take up at any place within one mile of a Post-office letters or newspapers for delivery on the road side without having wern taxed a fc the office, and in like manner will «M be^allowed to deliver within one mile of any letters or newspapers taken up on the way previous to their being taxed. But letters and newspapers may be carried by the contractors beween pi aces along the road which are more than a tmle distant from the Post-office.
