The French press contains announcements which do not appear so consistent as -we might expect all things to be which have the benefit of a censor's revision. The ' Moniteur' declares that the Government has no intention to revise the Customs in Algeria. The ' Debats ' publishes a letter from Prince Napoleon to M. Michel Chevalier, in which the new Governor of Algeria expresses himself strongly in favour of free trade. The simple explanation is, we apprehend, that the Prince's wise intentions have been overruled by the Emperor, in deference to a power that he cannot resist, although he is supposed to be omnipotent.
