No mail will exceed forty pounds in weight. QENEEAL CONDITIONS. Contractors will not be albwed to take up at any place within 1 mile of a Po.st office letters or newspapers for delivery on the roadside without having them taxed at the office, and in like manner will not be allowed to deliver within 1 mile of any Post office letters or newspapers taken up on the way previous to their being taxed. But letters and newspapers may be carried by the contractors between places along the road which are more than a mile distant from the post office. Contractors must undertake to receive and deliver letter bags at such houses or places along the road as may be desired by the postmasters? Contractors will be bound to proceed with mails without any undue delay or stoppage on the road after the hour of departing from the Post office. # The Postmaster to have the option at any time of delaying the carrier for half-an-hour after the usual hour for the departure of the mail. Contractors will have to find Sureties for the performance of their respective contracts. Penalties for breach of contract will be enforced as well by deductions from the amounts due to contractors as also by putting their bonds in suit.
