THE ELECTIONS. REGISTER, REGISTER, REGISTER.

mHE PROVINCE OF CANTERBURY J_ has been divided into new Electoral Districts, and fresh Electoral Rolls are being made up for each. The last day for receiving claims to vote throughout the province is THE 28th OP THIS MONTH. All persons who wish to vote at the ensuing elections of Superintendent and members of the Provincial Council must have their claims sent in before four o'clock on that day, and be prepared, if called upon, to prove their qualifications according to law. If any person has a qualification in more ban one district, he must send in a claim or each district separately. The following are the^ provisions at present by law established concerning registration :— QUALIFICATION OF VOTERS. The New Zealand Constitution Act declares the necessary qualifications of an elector in the following clauses :— " 7. The members of every such Council shall be chosen by the votes of the inhabitants of the province who may be qualified as hereinafter mentioned; that is to say, every man of the age of twenty-one years or upwards, having a freehold estate in possession, situate within the district for which the vote is to be given, of the clear value of fifty pounds above all charges and incumbrances, and of or to which he has been seized or entitled, either at law or in equity, for at least six calendar months next before the last registration of the electors, or having a leasehold estate in possession, situate within such district, of the clear annual value of ten pounds, held upon a lease which at the time of such registration shall have not less than three years to run, or having a leasehold estate so situate, and of such value as aforesaid, of which he has been in possession for three years or upwards nest before such registration, or being a householder within such district, occupying a tenement within the limits of a town (to be proclaimed as such by the Governor for the purpose of this Act), of the clear annual values, of ten pounds, or without the limits of a town of

the clear annual value of five pounds, and having resided therein six calendar months next before such registration as aforesaid, sha.il, if duly registered, be entitled to vote at the election of a member or members for the district. "8. Provided always, That no person shall be entitled to vote at any such election who is an alien, or who at any time theretofore shall have been attainted or convicted of any treason, felony, or infamous offence, within any part of Her Majesty's dominions, unless he shall have received a free pardon, or shall have undergone the eentence or punishment to which he shall have been adjudged for such offence." DIVISION OP DISTRICTS. Particular attention should be paid to the boundaries of the Electoral Districts, set out as follows in the Schedule to the " Provincial Council Extension Ordinance, Sess. VIII, No. 8. BOUNDARIES OF ELECTORAL DISTEICTS. TOWN OF CHRISTCHT7RCH. 1. The town of Christchurch district comprises the site of the town of Christchurch, together with all the adjacent reserves lying between the said town and rural sections fronting upon such reserves. Claims for this town are to be addressed to the Resident Magistrate, and delivered at the Council Chamber, Christchurch. TOWN OF LTTTELTON. 2. The town of Lyttelton district comprises the site of the town of Lyttelton, including the town reserve. Claims for this town are to be addi'essed to the Resident Magistrate, and delivered at the Resident Magistrate's Court, Lyttelton. KAIAPOI. .3. The Kaiapoi district comprises all that portion of the Province of Canterbury bounded on the north by the south bank of the river Ashley ; on the south by the south hank of the river Courtenay or Waimakariri, and a line drawn from trig pole cl 9on the south bank of that river to trig pole c 27, on the sea coast; and on the west by a line drawn due north and south through trig pole c 29, on the south bank of the said river Courtenay. Claims for this district are to be addressed to the Resident Magistrate, and delivered at Mr. Black's store, Kaiapoi. AVON. 4. The Avon district comprises all that portion of the province bounded on the north by the south boundary of the Kaiapoi district; on the east by the sea coast; on the west by a line drawn due north and south through trig pole c 29 on the south bank of the river Courtenay ; and on the south by the north bank of the river Avon from its mouth to the point where it meets the boundary of the town of Christchurch district, the boundary of that district as far as the south, east corner of 'rural section No. 10 ; by the south boundary of section No. 10, the south-east boundary of section No. 145, till it is crossed by a creek running easterly into the river Heathcote, thence along that creek till it meets a line in continuation of the south-eastern boundary line of section 180, following along that line to the south-east | corner of section No. 180, the south i boundaries of sections Nos. 180, 211,240, 337, and 234, and the north side of the road on the south boundaries of those sections continued to the point where that road first meets a branch of the river Heathcote, and a straight line drawn from that point due west, until it meets the west boundary of the district. ! [N.B. All the sections'above mentioned are within the Avon district.] Claims for this district are to be addressed to the 'Resident Magistrate, and delivered either at the Sawyer's Arms Inn, Papanui, at the Plough Inn, Riccarton, or at the Council Chamber, Chriatchurch. HEATHCOTE. 5. The Heathcote district comprises all that portion of the province bounded on the north by the Avon district, and the town of Christchurch district; on the west by a line drawn due north and south through the trig pole c 29 before mentioned ; on the south by the ridge of hills from the Flagstaff on Mount Pleasant to the highest of the peaks called Cooper's Knobs, and by a straight line drawn from the last mentioned peak to the point where the river Halsewell meets Lake Eilesmere, and by the north shore of that lake till it is met by the west boundary of the district; and on the east by a straight line from the Flagstaff on Mount Pleasant to the point where the Ferry Road crosses the River Heathcote at the old Ferry, and the shore and the estuary to its mouth. Claims for this district are to be addressed to the Resident Magistrate, and delivered either at Christchurch Quay, at Mr. Archer's house, on the Lower Lincoln Road, or at the Council Chamber, Christchurch. OBJECTIONS. As [early as possible, not later than the

28th Sept, the list of claims for each district be will made up and posted in a place notified ; and a notice will be given that all objections thereto will be heard and determined by the Revising Officer for the district on a day specified, not being more than one month from the day when notice is given. Any person whose name shall be on any such list may object to any other person as not entitled to have his name on the Electoral Roll. But the person so objecting shall, ten days at least before the day appointed for hearing objections, cause notice in writing of.such objection, and of the ground thereof, to be given to the Revising Officer for the district, and also to the person objected to, by delivering either it to himself personally, or to his wife, servant, or some adult inmate of his family, withfan explanation of the purport of the notice, or by leaving the same at the last known place of abode of such person within the province; or, in case any other than the person claiming to be registered shall have put in the claim, then, such notice may be" served on that other person in the manner described. On the day of revision, proof of the service of notice will be required before any objection is considered. AKAROA. 6. The Akaroa district comprises all that portion of the province included within the sea coast and a line drawn from a point on the sea coast, half way between the westernmost head of Pigeon Bay and the easternmost head of Port Albert (or Levy) southerly to the head of the Little River, and thence along that river and Lake Forsythe to the ( sea coast. Claims for this district are to be addressed to the Resident Magistrate, Akaroa, and delivered either at the Court House, Akaroa, at Mr. Tuson's house, Okain's Bay, or at the school house, Pigeon Bay. PORT VICTORIA. 7. The Port Victoria district comprises all that portion of the province included between the coasts of the sea, Lake Forsythe, and Lake Ellesraere, the Akaroa district, and 'the western boundary of the Kailuna run No. 30, passing through trig pole 1 7 and the Heathcote district, exclusive of the town of Lyttelton district. Claims for this district are to be addressed to the Resident Magistrate, and delivered either at Mr. Rhodes' house, Purau, at Mr. Blatchfort's school house, Governor's Bay, or at the Court House, Lyttelton. ASHLEY. 8. The Ashley district comprises all that portion of the province lying north of the south bank of the river Waimakariri and of a line drawn due west from the source of the river to the west coast, not including the Kaiapoi district. Claims for this district are to be addressed to the Resident Magistrate, and delivered either at Teviotdale station, on the north bank of the Waipara, at Mr. Torlesse's house, Rangiora, or at the Court House, Kaiapoi. RAKAIA. 9. The Rakaia district comprises all that portion of the province bounded on the north by the Ashley district; on the east by the Avon, Heathcote, and Port Victoria districts, and the sea coast; on the west by the sea coast; and on the south by the north bank of the southernmost branch of the river Ashburton, and a line drawn due west from the source of that branch to the sea coast. Claims for this district are to be addressed to Mr. G. A. E. Ross, and delivered either at Mr. Ross's station, at Mr. E. Chapman's station on the Rakaia, or at Mr. Parlby's public-house on the Waikirikiri or Selwyn. TIMARU. 10. The Timaru district comprises all that part of'the province lying south and southwest of the Rakaia district. Claims for this district are to be addressed to the Resident Magistrate, Timaru, and delivered either at the Resident Magistrate's Office, Timaru, at Mr. Mac Donald's station, Talbot Forest, or at the Provincial Council Chamber, Cbristchurch. FORM OF CLAIM. bir G. Grey's proclamation, clause 24, provides that:— " 24. Every such claim shall be in writing, and shall state the name of the District or Districts in respect of which it shall be made, and shall be signed by the Claimant, or by some other person in his name and by his authority, and shall state also the place of abode and calling or business of Jthe Claimant, and the qualification in respect of which such^claim may be made.'* It is desirable but not necessary to describe the place from which the claimant qualifies. N.B. Forms of claims to vote can be obtained at the office of the ' Lyttelton Times,' or from the agents of the paper in town and country.

THE FITZ GERALD TESTIMONIAL. ON the Eve of MR. FITZ GERALD'S Departure for England many person have thought that a fitting time has arrived f giving some marked and permanent expression to the feelings with which his labours in th settlement are very generally regarded. From the first formation of the Canterbury Association's scheme in England to the presenf time, Mr. Fitz Gerald's whole energies and talents have been devoted to the service of thi settlement at the expense both of health and private interests, and with a singleness of p^j. pose which even those who differ from him on many points have fully appreciated. As an officer of the Association—as a member of tha General Assembly—as the leader of the first Responsible Government of New Zealandabove all, as Superintendent of Canterbury he has been largely instrumental in procuring for this province a reputation and a position beyond the expectations of its most sanguine wellwishers; and, after initiating amid great diffil culties the new order of Government consequent upon the Constitution Act of 1852, he is i- Cl turning to England with broken health to work' still for this settlement. Under these circumstances, at an influential meeting held at the Royal Hotel, Christchurch on the 25th ult., it was resolved that a subscript tion be set on foot to enable those who appreciate Mr. Fitz Gerald's services to present him with some valuable proof of such appreciation • and a committee was appointed to carry out the wishes of the meeting. In addressing this circular to their fellowcolonists, the committee wish specially to express the feeling of the meeting that the course now adopted should be exceptional, and should on no account be looked upon as a precedent. It is not because Mr. Fitz Gerald was Superintendent, or even our first Superintendent,—it is not merely because he has scrupulously done his duty in the highest oflice of our little state, that it is proposed to give him a permanent testimonial of the respect and gratitude of his fellow-colonists, but it is in commemoration of services which are not likely to be equalled for a long time to come. Lists will be opened and subscriptions received by the following gentlemen in their respective districts :— Chbistchubch.—Messrs. Gould and Miles, H. B. Gresson, A. C. Pigeon Bay.—Mr. F. Knowles. Okain's Bay.—Mr. A. B. Tuson. Kaiafoi.—Rev. J. Raven, Messrs. W. C. Beswick, A. A. Dobbs, G. C. Black, G. Day, and W. White, the Island. Rangioba.-—Mr. T. W. Foster. Motunau.—Mr. J. S. Caverhill. Ashley.—Mr. R. Higgins. Rakaia.—Messrs. G. A. E. Ress and F. G. Leech. Timabu.—Messrs. R. Woollcombe, W. K. Mac Donald, E. Gray, and P. L. Francis.
