The Council met at 5. p.m. , : Present, —The Speaker, Messrs. Packer,"Barker, S. Sealey^ BJiildston, Bray, Brittan, Donald, Fooks, Hall, Ollivier, Thomson, Westenra, Morgan, Moqrliouse, J. Bealey, Davis, Datripier. ■": A communication from Mr. Boss was read, tendering his resignation of .the Post of' Clerk to the Council. Extension of time for bringing up the report of the committees on Mr. Cridland's petition, on water-cresses, and on representation was asked for and granted. . -.■■■■<<; Mr. Packer' laid on the table the following messages from)his Honor:— '■. ' ■.■■•; No. 20. Acquainting the Council of a misunderstanding in,the wording of the resolutions on steam; and that Mr. Banks' accepted the alter-' ations proposed by the' Council. No; 21. Transmitting the draft of a bill to provide permanently for the. expenses of the; Superintendents and Provincial Council Department. _ ,> . . .. . ... . '.'■ : Mr. Davis withdrew,his motion on. the subject' of the appointment of .Resident Magistrates^ after a smart debate. : ISDUCATIOIf. The .resolutions on the subject of education, as drawn up by the heads of .the different, religious' bodies wei'e then considered in com-: miStoeV '■'- The debate was exceedingly- lengthy, and the amendments somewhat intricate. The resolutions were put seriatim and, finally carried; in their general wording. They now stand as; follows :— - ' ';"•- :; ' RESOLUTIONS ON.'EDUCATION. 1. That every school receiving government aid should be placed under the entire management of one of the acting heads1 of such Christian bodies as are at present, or may from time to time be, organised in this province ; and that 'such heads shall have the1 appointment of the teachers, and the entire control of all the instruction carried on in the schools, both religious and st3culais '•. .> ■.. ■'.- '' ' , "■2. That if the parents of any child attending any such school shall wish it, such child shall not be required to attend at :siich times as are peculiarly set apart for- instruction in the doctr ii(?s of religiori. ' • ' ■ 3. That the school fees shall be the same in all schools of a siihihir class■".receiving (Government aid, oh a scale to henxcd .by the ter.chint and Executive Council in consultation with the heads of the several religious, denominations a,bove; mentioned. 4. That £1,700 be granted annually to the
Church of England,; £250 to the Wesleyan; and £250 to the Presbyterian bodies, respectively.; and that, in order. |o secure the assistance of competent masters, the above grant fop made for five years. 5. That there be an Inspector pf schools, to be appointed by the Superintendent with the assent of the Bishop of Christchurch" and of a majority of the acting heads of the' different religious denominations which have ,schopls in the province; that such inspector have power only to.inspect and exariiihe the schools and to report thereon to the Government, but not to interfere in the management of the schools, ; and that all reports should be published -in the Government Gazette; that the salary of the Inspector should be £300 a year, and that his whole time should be employed in. inspecting schp'ols receiving Govermnent aid. •',.'.- Mr. Hall then brought forward a set of resolutions to be inserted between cUuises 4 and 5. After some debate the discussion was adjourned till Thursday, and the House resumed. After notices, of motion were given^ the House adjourned at 11 p.m. :

Dampier, Esq., praying for consideration in respect of, a deviation of the ferry road, seriously encroaching, on his property. Mr. TiipMSPN moved for a select;committee .upon White's Itaiapoi Bridge Bill., -Allowed.; The Report of the Committee on Public Works was brought up and read By the clerk. \ , .]• •■ .; I^TTELTQJsr JETTY. ; ' . j Mr. IJayis brought forward a motion praying for.a grant for the elongation and repair of Lyt-' telton <letty.■■'.. . '. ...7, . ' . '. ■■ ... Mr.. BRiTTAsr.suggested that.the Jetty was part, of the Association's property, arid improvements ought properly .'to be made at the expense^ of; that/property. . ; ' . Mr. JjAL.Ii coincided with this view, and suggested that a recommendation to, the Oovernment to. .consider, the subject would be the proper course,,for the CAuncil to take, Mr. Datis, on the assurance of the Provincial Secretary that the subject would be cdnsidered by,the withdrew his ino.■tion. •■' ..: ■ . ' " '■ Mr. Paokeb moved that His Honor the Superintendent be'requested'to'.reserve a certain , piece of Jand for a hospital in Akaroa.—Agreed .'.to'!.':: •■■'".' .. / , .'. ..■ '■.■;'.■' ''.' .;: Mr. Packee then moved for leave to bring in a- bill to enable the Government to' sell the French Magazine Reserve at Akaroa with all the. buildings thereon, the proceeds to be applied to the erection of a Custbixi House, Court House, and Jail in that town.—Agreed to, arid , read a first. tim_e. . Mr. P4OKER moved for leave to bring in a , bill ,tp authorise the construction of a jetty in Akaroa, be paid for land. Some exception was taken by Mr. 'Oliivieb to the system of extensiye payments in land, on the ground,Pf the possible difficulty in fulfilling the contracts entered into, if the possession of the Waste: Lands was not confirmed to the. pi-b----yince. '..',' ..:.'.. Some discussion arose upon this point The bill wag then read a first time. . Mr. Packer brought in a bill to authorise payments to the Superintendent and members of ...theProvinciaVCouiicij. to be made by permanent ordinance. Agreed to arid read a first time. Alter notices of motion given, the house adjourned till the succeeding day. '/,./.' Friday, Mat 22nd. Yesterday being Ascension Day, the Council did' not meet, and the notices of motion for that day dropped. A meeting was ' consequently held this day to renew these : notices, and the House adjourned till Tuesday next.
