Superintendent's Office, April 24th, 1856. Sir,—The Provincial Government have finally determined on proposing in the new Waste Land Regulations, to entrust the administration to a Waste Lands' Board, instead of to a Commissioner, in the same form as that adopted in Auckland and Otago, I should, in the event of this being carried, propose to appoint yourself to be the Chief Commissioner, and at the same time recommend the General Government to appoint you to be the Treasurer of the Board, in order that the whole machinery may be conducted as economically as at present. I believe that such an arrangement would tend to confirm public confidence. It will be necessary to leave all salaries to be settled by the General Government. The Government being authorised and required by the Constitution Act to pay all expenses, I make this announcement to you because you have a|claim to the office under the new system analogous to that you now fill, and I shall be glad to know whether, in the case of this plan being adopted, it would suit ■ your convenience to accept the double appointment. You are perhaps aware that the plan adopted at Auckland is, that the Chief and other Commissioners are appointed by the Superintendent, but the Treasurer, to whom the mone)' is paid, is appointed by the General Government.
